Talent is the most important strategic resource to promote economic and social development,and it is the foundation and key to regional development.The development of a high-level talent team relies heavily on local policies that are effective for talent acquisition and cultivation.District L is a modern new urban district featuring finance,technology and tourism.It is surrounded by beautiful mountains and sea,which makes a beautiful and charming environment for living.With the advantage of a beautiful environment,District L relies on high-end industries to attract high-level talents.It is building a multi-level platform for innovation.,providing strong support for entrepreneurship both financially and politically.District L also relies on a few major recruiting events for talent acquisition and it is continuously strengthening living services and comprehensive project services to build a first-class business environment and a comfortable living environment for talents.But we must clearly understand that we must firmly establish the consciousness that “talent is the primary resource and innovation is the primary driving force”,grasp the talents to attract this “bull nose”,play “hand chess first”,and build a “smart high ground” In order to create a "strong magnetic field" of talents,and strive to implement the goal of reforming the talent development system and mechanism of "gathering talents from all over the world," we can promote the advantages of high-level talents to become the winning advantage of high-quality development.In this study,strategic problems of high-level talent acquisition in District L are analyzed through literature review,comparative analysis,and survey analysis.Combined with empirical theories of high-level talent acquisition and success stories of other cities,an optimized plan is presented.It is critical for optimizing and perfecting the talent acquisition policy in the District L.Meanwhile,The findings of this study can also be other regions to improve their high-level talent acquisition policies.
