| High-level talents introduction policy of higher learning institutions is the important system arrangement to high-level talents introduction of higher learning institutions and the important carrier content of university personnel system,to explore the change process and the existing problems is beneficial to perfect the construction of high-level talent team in Chinese higher learning institutions,improve teachers’level and scientific research capacity of Chinese higher learning institutions,and then enhance China’s comprehensive national power.Based on the New Institutional Economics,the theory and analysis method of institutional change and taking the high-level talents introduction policy of Chinese higher learning institutions as the research object,this research analyses the change process of university high-level talent introduction policies from different aspects of the transformation process,path characteristics,dynamic mechanism and so on,then points out its problems existing in the change,finally proposes the optimization strategy about the change of high-level talents introduction policy based on the two main bodies of the government and universities.Since the founding of New China,high-level talents introduction policy of Chinese higher learning institutions,with exploration and development in several decades,now has formed a relatively mature and stable policy system of high-level talents introduction,the course of its transition can be broadly divided into four periods that is sprout,restoration and reconstruction,exploration and perfection,vigorous development.From the subject of policy change,the government has always been the largest subject of change of high-level talents introduction policy,after the reform and opening up,the dominant position of higher learning institutions began to recover and continue to improve.From the dynamic mechanism of policy change,the change of institutional environment,the objective demand of talents for implementing the national strategy by the government,the pressure of demand from the society and the market,and the awareness of self-development of universities collectively constitute the external impetus of the change of high-level talents introduction policy;the state of disequilibrium about "Demand-Supply" due to insufficient government policy supplies and new policy demand is the internal impetus of the change of high-level talents introduction policy.From the characteristics of change path,the path of the change of high-level talents introduction policy in Chinese higher learning institutions shows two characteristics:one that is the path manifests as a combination of the support leading type and progressive type,and the type of supplying lead is main type;the other that there is a gradual change in the whole which discontinuously occur the radical changes.Through the comprehensive analysis of the process of policy change,it is found that there are some significant problems of the change of high-level talents introduction policy in higher learning institutions,which manifest as that policy changes appear to be convergent,the main bodies of change lack innovation,fragmentation of policy change is serious,part of the institutional arrangements have been missing for a long time.Based on combing and analyzing the process of change of high-level talents introduction policy in Chinese higher learning institutions,this research suggests that our country should start from the government and universities,by improving the system environment,encouraging the policy innovation of higher learning institutions,strengthening the policy adaptability of higher learning institutions,correcting the direction of policy changes and taking other measures,to solve these problems. |
