Nowadays,the competition of comprehensive national strength among countries in the world has gradually evolved into the competition for high-level talent resources,and universities,as the main position of high-level talent gathering and training,have actively or passively joined the fierce competition for high-level talents.First-class talents create first-class disciplines,and first-class disciplines contribute to first-class universities.The competition for high-level talents in domestic universities has reached a new height with the deepening of the construction of "double first-class".The introduction of high-level talents,as an important way to realize the rapid accumulation of talents,has been gradually paid attention to by various regions and universities of "double first-class" construction.At that time,various universities have issued various high-level talent introduction policies.The quality of policy formulation and implementation of high-level talent introduction not only directly affects the effect of high-level talent introduction,but also profoundly affects the quality and process of "double first-class" construction in universities.Therefore,a scientific and effective high-level talent introduction policy plays a vital role in the development of colleges and universities.On the basis of relevant research at home and abroad,this study takes the current situation of "double First-class" construction in China and Henan Province as the background,takes the high-level talent introduction policy of colleges and universities as the research object,Z School in Henan Province as the main analysis object,and comprehensively uses literature analysis method,comparative research method,case analysis method,interview method and other research methods.After sorting out the status quo and achievements of high-level talent introduction policy of Z University,it is found that the policy lacks scientific guidance due to the fuzzy talent strategic planning.The lag of policy optimization leads to the serious shortage of talents;Poor communication among responsible parties in policy formulation and implementation;Policies for the introduction of high-level overseas talents need to be further improved;The aging of talents is serious,and the optimization of "re-employment" policy is slow.Combined with the actual investigation and interview,this paper studies and analyzes its predicament,and attributes its causes to two aspects: internal factors and external factors.The external factors include:regional prejudice and regional disadvantage make it difficult to attract talents;Poor educational environment and resources make it difficult to introduce talents;The trend of "commercialization" of talents makes it difficult to attract talents.Internal factors include: a complete talent introduction policy system has not been established,the policy formulation and implementation of communication channels are not smooth.On the basis of the above research findings,combined with the actual situation of Z University,the optimization suggestions put forward in the existing research are summarized and innovated,and the following optimization suggestions are put forward for high-level talent introduction policies of Z University: create a good talent development environment from the inside and outside;Strengthen the talent strategic planning,scientific construction of talent introduction policy system;Expand channels for high-level talent introduction;Clear responsibility subject,establish "green communication channel";Optimize the talent incentive mechanism.
