| "Talent is the most valuable resource.The international competition at nowadays and future,in the final analysis,is the competition for talents.The cultivation,absorption and appropriate use of talents will be strategic tasks in the future work.” The report of the 19 th national congress of the communist party of China(CPC)summarizes the theoretical innovation of the party since the 18 th national congress as the socialist ideology with Chinese characteristics in Xi Jinping’s new era,Indicating that China has entered a new era of socialism.In the new era,to cultivate a healthy and growing talent pool,the first thing to do is to cultivate and absorb talents,and then reasonably and scientifically allocate them.Therefore,it could be seen that the cultivation of talents is important for the development of our party and nation,and also fundamental for building a well-to-do society in an all-round way.The talent resources are extremely important strategically.In the contest of comprehensive national strength of various countries,the contest of talents plays a very important role.However,the quantity,structure and overall quality of talent resources in China currently cannot keep up with the pace of social development.In particular,the high-level and inter-disciplinary talents needed in the process of modernization construction are in shortage.The basic role of the market in allocating human resources has not been fully realized;institutional obstacles to the flow of the talent have not been eliminated;and the mechanism for employment has yet to be improved.All these show that our talent management work needs more attention and further advancement.Therefore,for a city like J,how to build a sound talent policy in the industrial park to retain them and achieve a sustained and balanced flow for the demand of both enterprise and talents in the city development and growth has gradually become the focus and hotspot of J city.Based on the above,this paper has conducted an in-depth analysis of the influence of the talent policy on the industrial park of J city and focused on the analysis of the problems existing in the talent team construction of the industrial park of J city.In the analysis and discussion,this paper makes an analysis of the development of the industrial park under the present situation of J city talent policy by the method of questionnaire survey and site investigation.This paper evaluates the impact of talent policy on the development of industrial parks in J city,and puts forward relevant countermeasures and suggestions based on the conclusions of the survey.Now,in view of the impact of talent policy on industrial parks in J city,the main points of this study are as follows:Firstly,the talent policy of the government is an important measure for the development of the regional economy.In particular,in the perspective of industrial cluster development,how to take full consideration of the local talent policy and give full play to the linkage effect of talent policy should be fully combined with the talent demands of the regional park.Therefore,it has to fully understand what kind of talents are needed in the park,and what are the demands of the introduced talents,so as to make the talent policy workable and able to maximize the advantages of the policy.Secondly,the paper,by the method of site survey,discusses the satisfactions of the enterprise and the talent in the high-tech industrial park to the talent policy and other problems in the formulation and implementation of the talent policy,and meanwhile further discusses the implementation and development of the talent policy in the industrial park of J city.Therefore,the paper,with the combination of the questionnaire and the survey results,puts forward some suggestions on how to formulate and implement the talent policy in J city,and put the policy into practice in the industrial parks of J city,which provides an example for the introduction of talent in J city.Thirdly,the flow of talents in the industrial park directly reflects the satisfaction of the talents to the policy.Therefore,the paper focuses on the current status of talents,the flow of talents and the development of the talents in the park.This provides a basis for the comprehensive understanding of the present situation of talent in the high-tech development zone of J city,and also can be taken as a reference for the government to establish the proper talent policy.In a word,the purpose of this paper is to provide some countermeasures and suggestions to optimize the talent structure of J city,perfect the talent policy and further promote the development of the industrial park of J city. |
