With the acceleration of urbanization and the deepening of education reform,there is a shortage of teachers in primary and secondary schools.The number of teachers in the establishment has been far from meeting the actual teaching needs,resulting in a huge teacher gap.In order to solve the problem of insufficient teachers due to establishment restrictions,various regions began to explore new forms of employment for teachers outside the establishment.The employment of non-establishment teachers meets the needs of the development of various regions and eases the shortage of teachers.However,the identity of non-establishment teachers has not been clear enough.The lack of uniform regulations in recruitment,management,and renewal has led to chaotic recruitment,inconsistent management,and lack of teachers' rights guarantee,there are problems such as high mobility of non-editor teachers and low professional loyalty.This article takes J City in Shandong Province as an example,combs and analyzes a large number of documents.On the basis of the existing studies,combines the difference between the rights protection of non-establishment teachers and establishment teachers in J City,and builds an index system of elements of non-establishment teachers' rights protection.Questionnaire survey method,personal interview method and quantitative analysis method were used to collect and analyze the status of non-establishment teachers' rights and interests.The data analysis used SPSS software and descriptive statistical methods to analyze the status of the rights protection of non-establishment teachers in J City.The paired sample T test was used to analyze the significant differences in importance and satisfaction.According to the IPA analysis method,it found that equal pay for equal work,assessment rewards,Fourteen indicators,such as the main body of contract signing,the role of trade unions,and democratic participation in management,are distributed in areas of relatively low satisfaction.The factor analysis method is used to reduce dimensionality and further refine the four potential factors that are closely related to the protection of the rights of non-establishment teachers.It is salary and benefits,contract signing,further training and democratic participation.Through the above research,it is found that the problems of the protection of the rights and interests of non-establishment teachers in J City are reflected in four aspects: poor salary and welfare guarantees,non-standard contract signing,small training effect and formal democratic participation.Among them,salary and welfare,contract signing and advanced training Editors' expectations are high but their satisfaction is low,which is an issue of rights protection that needs to be solved urgently.To further analyze the causes of these problems,put forward countermeasures and suggestions in formulating local policies and standardizing management systems,hoping to provide a certain reference value for the introduction of management policies for non-establishment teachers' in J City.
