The 13 th Five Year Plan period is a crucial period for deepening reform and opening-up innovation and building a well-off society in an all-round way.It is also a critical stage for the development of the western region.In recent years,despite the scientific introduction and effective implementation of a series of preferential measures for the development of the western region by the party and the state,the lack and loss of human resources is still one of the bottlenecks restricting its development.The "western plan of College Students' voluntary service"(hereinafter referred to as "western plan")is a major national talent project.Since its implementation,it has undoubtedly injected a lot of strength into the cause of western development,and it is also an important strategy that the party and the state have been exploring and constantly improving for a long time.The first-hand materials of this investigation are obtained by the methods of social research and literature research,and the current situation of volunteer management in "western plan" of s division project office is summarized and reported.According to the actual situation of the management process of s division,the training system is not perfect,the management content is lack of career planning education,and the volunteer health management is not detailed enough,the propaganda work is not in place,the management objectives are not clear enough,the enthusiasm of staying in Xinjiang is not fully mobilized in the management effect,and the effect of care is not obvious.Combined with the incentive theory and expectation theory,the paper analyzes the reasons from three dimensions: macro environment,project manager and Western planning volunteers respectively,such as not paying attention to the formulation of retention policy,the role of managers,and the immature personal thoughts of volunteers.Some suggestions are put forward,such as giving prominence to spiritual guidance,improving management mechanism,meeting growth needs,carrying out career planning,highlighting management effectiveness and establishing evaluation mechanism.Whoever has the talent will take the initiative.By putting forward the countermeasures to strengthen the volunteer management of the western plan,the management effect can be highlighted,so that in the process of the volunteer management of the western plan,talents can be trained and retained more efficiently,and at the same time,a channel can be dredged for the introduction of local talents,so as to better promote the effective implementation of the western plan.
