With the advancement of global economic integration and the arrival of the era of knowledge economy,talent competition has gradually surpassed traditional resource competition and economic competition,and has become the core task of international competition.In order to improve the competitive advantage of talents and solve the problem of lack of high-level talents,since 1994,the Chinese government has launched and implemented the “National Science Fund for Distinguished Young Scholars”,“Chang Jiang Scholars Program”,“Thousand Talents Program” and other overseas high-level talent introduction programs.China has introduced a large number of strategic leading talents urgently needed by the whole country,promoted the process of scientific and technological innovation,and enhanced the core competitiveness of China in the world.However,at the same time,there are also problems such as narrowing the talent function and the Matthew effect.In order to solve these problems and better implement the various high-level talent introduction plans,we should clearly define the responsibilities of each department,formulate a reasonable talent evaluation mechanism,form a rational distribution,and have a positive effect of the talent introduction environment,and give full play to the value of high-level talents.This research includes six parts.The first part is the introduction part.This part mainly introduces the background and significance of the topic,the main research methods,summarizes the related research,and introduces the main concepts and theories involved in this text.The second part mainly summarizes the historical experience of China's talent introduction plan,and introduces the social background generated by the high-level talent introduction plan.The third part is a summary of the three representative items in China's high-level talent introduction plan,summarizing the policy texts and the effectiveness of implementation of “National Science Fund for Distinguished Young Scholars”,“Chang Jiang Scholars Program”,“Thousand Talents Program”.The fourth part analyzes the common characteristics ofthese three representative high-level talent introduction programs.Firstly,they are led by the national government,and attracts a large number of outstanding talents in a short time.Secondly,on the introduction of talents,paying attention to the introduction of talents in basic disciplines,forming a situation in which talents complement each other in various disciplines.Finally,in the selection process,procedures are standardized,layers are reviewed and selected,and talents are strictly selected.It guarantees the fairness of the talent introduction plan.The fifth part mainly analyzes the existing problems of the three plans.Firstly,the departments involved in the plan are numerous,and there are functions that cross each other,which leads to the failure of the work of the talents.Secondly,after the introduction of talents,only the quantitative assessment of the results is used to narrow the introduction of talents.In the end,in the distribution of the talents,the settlement is uneven,there is a phenomenon of Matthew effect,which inhibits the development of underdeveloped areas.The sixth part puts forward some suggestions for the existing problems of the high-level talent introduction plan.It is necessary to strengthen the integration and coordination of the talents departments,clarify the responsibilities,clarify the purpose of the talents,rationalize the evaluation methods,rationally introduce the layout of the talents and promote the balanced development of the region.
