In 2014,the State Council promulgated the "decision on accelerating the development of modern vocational education".It's primary proposal is to guide the ordinary undergraduate colleges and universities to transform to the applied universities.In 2016,the government's report clearly put forward the idea of "promoting the transformation from regular universities to application-oriented ones"."Transforming to the application-oriented ones" is the proper meaning of higher education to adjust to the economic and social development in China.It has become a major subject in the transformation and development of colleges and universities in recent years.At present,more than 200 colleges and universities have carried out corresponding pilot work and have made certain achievements,and also have raised some questions about the low efficiency of running schools and the tendency of homogeneity in colleges and universities.The outline of the national medium and long term education reform and development plan(2010-2020 years)issued by the Ministry of Education explicitly requires the "introducing competition mechanism to implement performance evaluation and dynamic management" in colleges and universities.The nineteenth report also put a step further forward to the "comprehensive implementation of performance management".With these backups,the implementation of the overall performance evaluation in the field of university management is not only an accurate act on the characteristics of the era of social development in China,but also a clear requirement for the improvement of higher education.Performance evaluation,a means of control and evaluation,by using specific evaluation indicators to guide the construction of Applied Undergraduate colleges and universities,to improve the level of colleges and universities and to guide financial allocation,has become an effective means to manage colleges and universities in many countries.Therefore,the aim of this paper is to re-understand and organize the connotation of the level on the application oriented university,and to build a set of performance evaluation index system for the level of the application type university.This paper introduces the relevant concepts of the performance evaluation of the level of the application oriented university in our country and the progress of relevant research at home and abroad.Then,it analyzes and compares the value of the performance evaluation of the level of the university running level of Applied Undergraduate colleges and universities,clarifies the present situation of the index construction,and provides a theoretical basis for the construction of the index.And next,using the balanced scorecard model,the relevant policies and literature information are collected and collate,the index system with higher recognition and wide application is summarized,and a set of primary selection index library is screened.Finally,on the basis of the questionnaire survey,the paper further tests the degree of membership,reliability and validity of the index,and through the questionnaire survey of index empowerment,the analytic hierarchy process is used to deal with the various empowerment information,and the weight of each index is finally determined.So far,this article has completed the research of performance evaluation index system of applied undergraduate universities.
