At present,the trend of economic globalization is unstoppable.All regions and countries have a deeper understanding of the knowledge economy.High-level talents play an increasingly prominent role in the economic and social development of a region or even a country,resulting in more and more fierce competition for high-level talents.In order to attract and retain high-level talents,various preferential policies for talent introduction have been formulated and introduced in succession.In recent years,Juxian County of Rizhao City focus on the introduction of high-level talents,and vigorously implements the "Talent talents county" strategy.A series of policies on talent development with high content and wide coverage have been introduced,and the "1+N" talent policy system has gradually taken shape.They provide institutional support for talent introduction,cultivation,management and service at the county level.However,in the face of the problems existing in the introduction of high-level talents in Juxian county of Rizhao city,such as the late start of the work,the insufficient amount of high-level talents,the insufficient attraction of talents,the unreasonable structure of talents and the single way of attracting talents,it is urgent to take strong measures to solve them.This paper uses Smith model to study the implementation of high-level talent introduction policy in Juxian county of Rizhao city.From the four dimensions of policy content,subject,target group and environmental factors,the paper analyzes the existing problems in the implementation of the policy of high-level talent introduction and the improvement path.Through questionnaire survey,field interview and other methods,I conducted field interview and questionnaire survey on 87 high-level imported talents and members of the leading group of talent work in Juxian county of Rizhao city.It is found that the policy content is not perfect,the work efficiency of the executing agency is not high,the target group has not a comprehensive understanding of the policy,the implementation environment is not ideal and so on.At the same time,the causes of formation are explained according to the problems.Finally,in view of the existing problems,the paper,from the perspective of government policy implementation,puts forward the optimization strategy of policy according to the actual situation and the suggestions on policy implementation adjustment given by the respondents.It is hoped that this study can provide reference for other economically underdeveloped areas to carry out the related work of high-level talent introduction.
