According to the further understanding of the compulsory education system reformation,and the carry forward institution of "county governing school employment".In this paper,using the District of Liandu as a reference,taking the institution of "county governing school employment" that implemented by the country education bureau as the research object,based on the theory of new public management,Stakeholder and public choice theory,also regarding the literature analysis method and case study method as the way to implement institution,which deeply analysis the "county governing school hiring" system.First of all,this paper gives three definitions of "teacher exchange","teacher rotation exchange" and "county management and employment system",and explained two basic theories,which are "new public management theory" and "education equilibrium theory".Secondly,on the basis of the implementation background,necessity and feasibility of the system,and the management of school teachers and students by the Education Bureau of Liandu District,also the protection of teachers' rights and interests by the Education Bureau,this paper makes a detailed discussion on the basic situation of the implementation of the system.Followed,taking the three levels of school,teacher and student as the starting point,this paper analyzes the effectiveness of the system of "county management and employment" in Liandu District,and sums up a set of experience that could be used for referencing by other districts,which is the management reform system should be carried out first,the market mechanism should be introduced,and the training of teachers and students ought to be carried out concurrently.At last,this paper analyzes a few existing issues in Liandu District,for example the short of supporting system measures and defect may occur during the processing of system implementation.Ultimately,obtains the measures that can be improved.At the same time,we should improve the supporting measures of the system to provide system guarantee for teachers,including the exchange of teaching teams and the expansion of the scope of communication,breaking the urban and rural restrictions of communication,and attach the important to the Education Bureau's awareness of the importance and necessity of it,and also improve the supporting measures of the student management system.
