Research On The Evaluation Of Supplier Performance In Colleges And Universities

At present,promoting the construction of "the world first-class universities and the first-class disciplines" is the direction of the development of higher education enterprise in our country.Financial funds are used as lever to move the differentiated development of high-level universities and disciplines.National funding support continue to grow in colleges and universities.The progress of budget implementation has become the focus of university leaders.New requirements are also made for bidding and procurement.The CPC Central Committee and the State Council continue to promote the reform of streamlining administration and decentralization,combining decentralization with decentralization and optimizing service,strive to realize the transparency of the whole process of public resource allocation,continuously improve the work efficiency of bidding and procurement,and safeguard the legitimate rights and interests of suppliers.On the premise of serving the development of colleges and universities,and meeting the needs of teaching and scientific research development of colleges and universities,the CPC Central Committee and the State Council should gradually finish the bidding procurement management and supplier performance evaluation and other closed-loop work.According to the decision and deployment of the 19 th National Congress of the Communist Party of China on the comprehensive implementation of performance management and the management measures for project expenditure performance evaluation issued by the Ministry of finance,it is required to comprehensively standardize the performance evaluation work of relevant units,focus on strengthening the binding force of performance evaluation results,and improve the feedback system of evaluation results.The management of suppliers is inseparable from the communication and coordination among various departments in colleges and universities.If the communication and coordination is not timely and in place,it will directly affect the contract performance of suppliers.At the same time,the confusion of management mode,unclear division of responsibilities,and inconsistent requirements for the project will affect the implementation of project.Therefore,it is urgent to find a scientific performance evaluation method and evaluation process based on the current situation of supplier management and the characteristics of performance evaluation.First of all,this paper focuses on the supplier performance evaluation of T University.Through reading a lot of literature and collecting relevant evaluation indicators,determine the preliminary evaluation index.Then,the relevant management departments,user units,experts and scholars in T University are investigated in the form of questionnaire survey.The final evaluation index is determined by statistical analysis of the returned questionnaire.Secondly,according to the current situation of T University and from the perspective of business reality,six suppliers that have cooperated are randomly selected and experts are invited to give a score.AHP-TOPSIS analysis method is used to analyze the obtained data,and evaluate the six selected suppliers to determine the evaluation results.Combined with the evaluation results,the application effect of TOPSIS model is analyzed,and the improvement measures and institutional are proposed.This paper makes a further research on the problems existing in supplier performance evaluation management of T University,and proposes feasible and effective solutions by studying these problems.It is believed that these studies will be helpful to T University in improving supplier management level and improving procurement efficiency.At the same time,it is hoped that this study can provide reference for similar problems in other industries.
