Study On Social Workers' Participation In The Renovation Of Old Uban Residences

Currently,there are many problems in the old urban residences in China,such as poor natural environment,outmoded public service facilities,narrow space for residents' activities,lack of discussion platform for the masses,and lack of motivation and vitality for community governance.Most of the leading units in the renovation of old residential areas in China are mainly housing and construction departments,which carry out the renovation in a one-way way and seldom lead residents to participate in the renovation.Residents do not know the background of the renovation,and the noise,occupation of public space and damage to personal interests in the renovation process may easily lead to conflicts,which will increase the frequency of the relevant functional departments of the government to deal with complaints and petitions,seriously affecting the harmonious and stable development of the community.This paper takes social workers' participation in the old urban residences renovation project named "Spaces Benefit the People" as an example,and explores the bottom-up renovation method of the old residences from the perspective of community governance,with the civil affairs department as the leading unit.It is an exploration and practice of the community governance model to take the residents of the community as the main objects to participate in the renovation,to promote the transfer of more resources,services and management to the community,to integrate multiple resources,to give play to the advantages of all parties and to build a community governance platform.First,identify the pain points and difficulties of residents,take residents' participation as the core key,and "apply the medicine to the case" to solve the common problems of the old residences,improve the appearance of the old residences environment,and stimulate the vitality of the community.Secondly,social work should give full play to the role of social organizations in the whole process.Social work should be the representative of social organizations and give full play to their professional advantages in the whole process.The bottom-up mode should be explored and implemented to enhance residents' awareness of participation and their ability to jointly negotiate and solve public problems in the community.Three is "linkage of the three societies" mechanism innovation,the physical environment improvement of the old residences is only a means,the real purpose is using the renovation as an opportunity to set up a platform for the community governance,and then introduce the appropriate social work organization,through the community,social worker,social organization "linkage" three societies,build an accurate service,continuously invest in soft services,further maintaining the renovation results,activate the vitality of the community,promote the level of community governance.It can be found in the study that social work,as a professional force,plays an important role in the process of participating in the renovation of the old residences.By using the core essence of empowerment and energy enhancement theory in the community development model,the mechanism of "linkage of the three societies" is innovated to fully mobilize the participation,mutual assistance and cooperation of community residents.Through the assistance and support of the superior government and outside organizations,mobilize resources inside and outside the community to jointly solve community problems and meet the actual needs of residents.At the same time,in the whole work process,we should pay attention to the cultivation of residents' personal ability,public consciousness and community sense of belonging in the process of participating in the community development,rather than just the construction of community material environment.In the process of consultation and discussion,social workers pay attention to the application of participation technology,further mobilize residents' independent participation,establish a more scientific and standard discussion mechanism,give play to the function of residents' participation in discussion,and enhance the ability of residents' independent participation in consultation to solve public problems in the community.
