Since China's reform and opening up,the foreign-funded enterprises in China have grown from scratch and become an indispensable part of China's socialist market economic system.With the development of foreign-funded enterprises in China,the human resource service industry of foreign-funded enterprises has emerged,grown and been getting strong.As the national capital,Beijing is not only the first choice for foreign enterprises to set up factories in China,but also the location of Beijing Foreign Enterprise Service Group Co.,Ltd.which is the first human resource service organization of foreign enterprises in China and witnesses the development process of this industry.In recent years,the degree of marketization and commercialization of the human resource service industry of foreign enterprises in Beijing has been increasing.In the meanwhile,some negative effects gradually appear,such as lower barriers to entry,complex nature of enterprises and dysfunctional competition.These have brought lots of bad influence on the healthy,sustainable and high-quality development of this industry.More importantly,the epidemic of COVID-19 has amplified and intensified intensively such difficulties faced by this industry and forced them to make some changes and respond rationally.Based on expatiating the core concepts and basic theories of human resource service of foreign-funded enterprises,this thesis will focus on the industry of foreign-funded enterprises' s human resource service in Beijing,and will take Foreign Enterprises Service Corporation(FESCO)as an example to analyze its development process and current status characteristics.With the comprehensive use of questionnaires,interviews and other research methods,this thesis will investigate and analyze the problems and causes in the human resource service industry of foreign enterprises,and sorts out and dissects the realistic difficulties faced by this industry in the post-epidemic era.At the end,following by public management theory,and learning from other cities' experiences,it will put forward to a series of countermeasures and suggestions to improve the industry of foreign-funded enterprises' s human resource service in Beijing and respond the current complex market environment,including improving the policies and regulations,strengthening government support and encouraging innovation breakthrough and so on.Among them,this paper fully demonstrates the particularity of the human resource service industry of Beijing foreign enterprises relative to the general human resource service industry,as well as its strategic significance for China's economic construction and the realization of Beijing's urban functions.Countermeasures based on this,this article in part to advocate for the government to correctly handle the relationship between the government and the market,further clarify the government's strategic plan for the industry,to optimize the industrial policy,synchronous strengthen supporting policies and regulations,guide,guarantee the Beijing foreign enterprise human resources service industry to speed up the implementation of high quality development.
