Discussion On The Cultivation Strategies Of County-level Private Social Worker Institutions In The Early Stage

Social organization is an important force in social governance and plays a pivotal role in building a harmonious society.County-level private social worker organizations are a form of social organization that provide both social services to the people and participate in social governance.Compared with the social work organizations in the provincial and municipal metropolitan areas,the county-level private social work organizations and most of them are in the initial stage of development.They appear to be weak and have many development problems.This needs to be assisted and cultivated by external forces,as in the case of the Ministry of Civil Affairs to support a hand-in-hand plan for social workers in underdeveloped regions.At present,the practice of government incubation or foundation-funded development of county-level social worker organizations is at the exploratory stage.Strategies and methods are still immature and need to be explored by many parties.It is meaningful to research and find suitable methods and feasible ways from some existing methods.Based on the theory of energy-enhancing theory and the case of the S project of the TX Foundation of Fujian Province as an example,this paper investigates and studies the eight private social worker organizations in the county at the start-up period using intervention methods.The main research contents are the development dilemma and needs of the county-level private social workers,the funding methods and strategies of the foundation,and the evaluation of the effectiveness of intervention programs.The research results show that three different levels of involvement are at the institutional level,inter-agency level,and environmental level,increasing their support network,expanding their project development and management capabilities,increasing their institutional development experience and knowledge,building a platform for mutual assistance,and creating Energetic strategies such as a better environment for survival and development have increased the capacity of county-level private social worker agencies in the early stage and increased their chances for survival and development.The results of the intervention proved that the energy-enhancing funding strategy was feasible.The foundation adopted small fund,social service knowledge course training,group activities of the person in charge of the organization,providing supervision and accompaniment,assisting the organization in project docking,and establishing a platform and Intervention measures,such as link resources,are effective funding strategies and methods for county-level social workers in the early stage,and are worthy of reference and replication.
