With the advancement of the new curriculum reform,cultivating students’ core literacy has become the mainstream trend of today’s education,and topic-based teaching has become an important starting point for achieving this goal.It is conducive to cultivating learners’ independent inquiry,independent analysis and problem-solving skills.Ability,focusing on promoting the long-term development of students.But at present,this method is widely used in "Ideological and Political Education" in high school,and its application in the "Ethics and Rule of Law" class in junior high school is still in its infancy.Therefore,it is necessary to step up the issue-based teaching method in the exploration of the junior high school Taoism class.And promotion is very necessary.With the help of teaching practice,the author discusses the necessity and feasibility,application value,and existing problems of the application of topic-based teaching in the junior high school "Ethics and Rule of Law" class by using the literature research method,questionnaire survey method,interview method and case study method,and puts forward the corresponding optimization countermeasures.The author first defines the connotation of topic-based teaching from four perspectives: the curriculum reform of "Ethics and the Rule of Law",the compliance of the psychological development characteristics of junior high school students,the improvement of the professional quality of "Ethics and the Rule of Law" teachers,and the connection of middle and high school moral education work.Discussed the necessity of implementing issue-based teaching in the "Ethics and Rule of Law" class in junior high schools,it also expounds the feasibility of the implementation of the issue-based teaching of junior high school "Ethics and Rule of Law" from three aspects:the improvement of the comprehensive quality of teachers,the psychological development characteristics of junior high school students,and the development of modern technology such as multimedia.Secondly,through questionnaire surveys of students and interviews with frontline teachers,the problems arising from the practical application of topic-based teaching are explained from the perspectives of teachers and students.On this basis,in response to the problems found in the actual investigation,the improvement measures for the application of the teaching method in the "Ethics and Rule of Law" class in junior high schools are proposed,including teachers establishing the concept of implementation of issue-based teaching,and improving the selection and design of issues.Level,enhance students’ interest in participating in topic-based teaching,and schools strengthen the training of teachers’ skills,complete teaching auxiliary resources,and improve the teaching evaluation system.Finally,the author takes the lesson of "Respect for Others" in the first volume of the eighth grade as an example to illustrate the application of this teaching method in the Dao law class of junior high school,and explain the basic links of the topic-based teaching application,including the selection and design of the central topic,Six links: topic design,information collection,cooperative exploration and communication,summary and sublimation,and teaching evaluation;Secondly,taking the lesson of "Respect for Others" as an example,a teaching case is designed for the basic links of issue-based teaching,which mainly includes teaching preparation and teaching process.On this basis,the implementation of activity-based subject courses,the cultivation of students’ core literacy,and the reform of the teaching evaluation mechanism has explained the value of using issue-based teaching in the "Ethics and Rule of Law" class in junior high schools.
