Project based learning has been paid more and more attention in the theoretical innovation of basic education curriculum and teaching,so it has become a popular new education mode in the field of basic education,which is mostly associated with comprehensive practical activity curriculum.With the rise of the theory of "embodied moral education",in order to achieve the educational goal of moral education in our country,promote the transformation of primary school moral and rule of law course to life,and fit the characteristics of project-based learning.The author believes that under the theoretical guidance of the two,the "core literacy of student development" can be integrated with project-based learning,and project-based learning research aimed at improving the core literacy of students can be carried out in the primary school ethics and rule of law curriculum,combining with The core literacy points corresponding to the teaching goals are designed and practiced.This article sorts out the relevant domestic and foreign literature on project-based learning,and at the same time sorts out the content of the "Core Competence of Student Development" that corresponds to the "Guide to Moral Education for Primary and Secondary Schools" and meets the primary school training objectives.According to the characteristics of primary school students' physical and mental development and curriculum characteristics,Attempt to construct a project-based learning teaching model for elementary school ethics and rule of law,design a universal and representative project-based learning activity,and conduct action research during the author's internship.It is concluded that project-based learning can promote the development of students' core literacy,is conducive to close the relationship between teachers and students,and form a harmonious class atmosphere.At the same time,it is found that there is a single form of final results in the practice process,and project-based learning cannot adapt to all subject themes.The team leader' s role is not taken seriously and cannot improve cohesion.At the end of the study,based on the above research conclusions,combined with the characteristics of the discipline and the actual work of the school,suggestions for improvement were put forward from three aspects: project design,project goals,and project content.The first is the combination of centralized development and decentralized implementation to infiltrate the essence of the project;the second is to change the traditional goal structure and transition to literacy generation;the third is to seize the characteristics of the project to expand the discipline boundary and enrich the humanities.This paper uses questionnaire survey method,action research method and interview method to deeply understand the problems of project-based learning mode in the application of elementary school ethics and rule of law courses,and explore strategies for improvement,aiming to promote the development of primary school students' core literacy and build interdisciplinary,activity curriculum,exploring effective teaching models that can implement the core literacy and moral education discipline literacy of students.
