In 2009,the Ministry of Education issued the "Regulations on the Work of Class Teachers in Primary and Secondary Schools" mentioned that "Class teachers are the main implementers of daily ideological and moral education and student management in primary and secondary schools." Today,the class teacher,as the "soul" engineer of a class,is the key carrier of the growth and development of primary school students.The competence of the head teacher has a direct impact on the growth of primary school students.This thesis takes the head teacher of Urumqi primary school as the research object,uses the literature method,the questionnaire survey method,the interview method and so on research method,draws lessons from Han Manru "the middle school head teacher competency questionnaire ",according to the competency iceberg model theory,compiles the primary school head teacher competency questionnaire by oneself,investigates the present situation of the primary school head teacher competence in this city.The questionnaire includes four first-level dimensions and 20 competency items,among which the dimensions of professional knowledge include: subject professional knowledge,educational related knowledge,cultural knowledge,practical knowledge;professional skills dimensions include: educational teaching ability,language expression ability,psychological counseling ability,class management ability,educational ability;personal characteristics dimension includes love,responsibility,appeal,affinity,patience,observation ability;motivation dimension includes survival motivation,relationship motivation,self-actualization motivation,respect motivation,right motivation.In this study,400 primary school teachers in Urumqi were selected to distribute the questionnaire online in the form of questionnaire star,and 8 primary school teachers were selected for in-depth interviews.It is found that the overall competence of primary school teachers in Urumqi is good.At present,there are four main problems in the competence of primary school teachers in Urumqi:first,the ability of some primary school team members to use psychological counseling is weak;second,Some novice class teachers have poor management ability;third,primary school teachers have weak cultural knowledge;fourth,low-educated class teachers have low competence.In view of the above problems,we should give some strategies to improve the competence of class teachers in primary schools in Urumqi from the level of education administration,school management and class teachers themselves: first,the educational administration should set out to perfect the pre-service training curriculum and optimize the practical curriculum of university education;second,the school management should establish the system of class teacher selection,the training mechanism of class teacher,the system of encouragement and evaluation of class teacher,the platform of class teacher learning,and the harmonious working atmosphere;Third,the head teacher himself should strengthen the theory study,dare to innovate,enhance the class teacher's identity degree and improve the class teacher's professional ability,actively change the role,adapt to the requirements of the environment,strengthen the practice reflection,and constantly exchange reference.
