In the process of social modernization, the problems in the fields of social security and social welfare become more complex and contradictory. The traditional assistance model of government-run charitable organizations cannot fundamentally solve these problems, and it also hinders the development of charitable organizations themselves.Private social work organizations use their professional advantages in social work to solve social problems and have been affirmed by the government. With the improvement of civic awareness, the voice of participating in social governance is getting higher and higher.Private social organizations play an important role as a bridge of communication.However,government-run charitable organizations have been valued and supported by the government since ancient times, and their authority and social recognition are self-evident,their "monopoly" hinders the healthy development of private social work service organizations. This research is mainly based on the perspective of game theory, using thematic analysis method to screen out the game scenes between government-run charitable organizations and private social work organizations, from the game fantasy theme to the game fantasy type summary, showing the changes in their relationship, and in the fourth chapter of the paper Summarize the motivational reasons of non-cooperative games from the perspective of semantics. In the main part of the narrative article, part of the game theory is used for reference to discuss the game between government-run charitable organizations and private social work organizations.Relying only on the theoretical description, without the support of practical experience,it seems that the content of the whole thesis is relatively empty and pale. Therefore, this article structured government-run charitable organizations and private social work organizations in a specific project field to form a specific network of relationships. In the field of the project, the participating subjects occupying different positions, individually or collectively, play games in order to defend or improve their existing positions. The author chooses the charity project for left-behind children in X City as an example to study the game phenomenon between government-run charitable organizations and private social work organizations in the project approval stage, project implementation stage, and project completion stage, and analyze the changes in the game thinking of the participants. This kind of strategy, how does the difference of the strategy affect the change of the relationship. Some of these games are reasonable and help promote the establishment of a stable cooperative relationship between the two parties, but some games are even unconventional. For the so-called "overall interests",the two parties choose to "conspiracy".Finally, the conclusion of this article is that the game relationship between government-run charitable organizations and private social work organizations is a strategically interactive dynamic relationship of interests, that is,their relationship is not always presented in a cooperative manner, but is also accompanied by compromise, opposition, dependence and many more.As social organizations develop towards diversification,government-run charitable organizations under the government system, such as the Red Cross,Charity Federation, etc.,are no longer the only supporters that can alleviate the government ' s efforts to solve people ' s livelihood issues.Emerging entities of public welfare services can also provide services to the society, but the foundation of society is unstable. Therefore, the two sides need to cooperate in independence, avoid excessive dependence or confrontation, learn from each other and achieve common development.
