On Government Behavior In The Development Of Civil Social Work Organizations

As an important part of the society, the civil social work organizations play a very important role in social development, they well make up for the weakness of the government in the social construction. According to the statistics from the People.cn,it shows that there are more than 600 civil social work organizations in China by the end of 2013, that provide services involved in many areas such as people's livelihood,community services, crime correction and so on. The data reflect the important role of civil social work organizations in social development, to carry out corresponding work for our government departments by providing convenient social work with well broaden scope. In recognition of the role played by the civil social work organizations,while also should be recognized that the current lack of civil social work organizations present in the development. Lu Shizhen, the Executive Director of the Expert Committee of China Association of Social Workers,said that in recent years,the civil social work organizations has made considerable development in many areas,but the proportion in the whole social service agencies is insufficient, the development is not balanced, there are also great differences in regional and industry.Based on the analyzes, this paper take the Jinjiang government behavior in the development of civil social work organizations as the topics of study. After the analyzes of the government behavior, social work organization and its development model, it focuses on analysis of the current situation of the civil social work organizations and the government action in Jinjiang, try to point out the defects in its development, and the problems and reasons of the development of civil social work organizations in China, with the suggestions for the optimization of government behavior.In addition to the development of civil social work organizations to rely on their own development, but also with the help of government, and thus gain more development strength. This paper takes Jinjiang as an example, studies the government behavior in the development of civil social work organizations in China.The specific contents as follows: the first chapter analyzes the background andsignificance, the present research, research methods and ideas. The second chapter is about the influence of government behavior on the development of social work organization, the social work organization, government behavior and other basic concepts, introduces the development process and function of civil social work organization in our country, analyzes their relationship, points out that the effect of government behavior. In the third chapter, the role of government behavior in the development of civil social work organization in Jinjiang, the development and characteristics of it, the behavior and function of the Jinjiang municipal government in the development process are introduced. Chapter IV is problems and reasons of the development of civil social work organization in China.Taking Jinjiang as an example,combined with the development of other areas in our country, the main problems existed in the social work organization, including the shortage of funds, shortage of social workers, professional insufficient, shortage of work space and others.Comprehensive analysis, it is pointed out that the main reasons of the above problems include the lack or imperfect of government purchase service system, poor social recognition, shortage of talent incentive system, professional restrictions and so on.The fifth chapter is the optimization of government behavior in the development of the civil social work organization. With the problems and reasons of the fourth chapter, according to the government function theory, the optimization principle and the concrete optimization measures of the government behavior in the development of private social workers in China are put forward.
