The picture book is of great significance to children’s moral development.The picture book can be used in the moral and rule of law class in primary schools to make it more effective.This research focuses on the picture book teaching of Morality and rule of law in primary schools,analyzes the causes of the problems of the students participating in the picture book teaching of Morality and rule of law,and puts forward the corresponding countermeasures.The questionnaire is based on the actual situation of primary school students,there are three dimensions: students’ attitude to the picture book of Morality and rule of law,students’ evaluation of the use of the picture book of Morality and rule of law,and students’ classroom participation.In this study,320 questionnaires were distributed,295 questionnaires were collected and 295 valid questionnaires were collected among primary school students in Weifang,Shandong Province,with an efficiency of 100%.The results showed that boys,students who did not read picture books frequently,students who did not find the moral and rule of law course attractive to them,students who did not take the initiative to participate in the moral and rule of law course,students who were never rated as excellent students,and sixth graders who did not take part in the moral and rule of law course were lower.According to the results of the investigation,the reasons for the low participation of male students are as follows: The development is later than that of female students,the behavior control is worse,and the task settings are not appropriate.The low participation of students who do not read picture books frequently is due to the lack of reading interest,the lack of reading comprehension ability and hard to keep reading.The author holds that the low participation of students in moral and rule of law course is due to the lack of learning motivation,learning goals and boring learning content In moral and rule-of-law class,students’ low participation is due to the lack of awareness of participation,the lack of vivid activities,lack of motivation,and inflexible teaching methods The low participation of students who have never been rated as excellent is due to incorrect self-perception,lack of successful experience,lack of evaluation and single style The low participation of the sixth-grade students is due to the special physical and mental development,the unsatisfied learning needs and the lack of teachers’ guidance.According to the above reasons,this paper puts forward some concrete countermeasures: to promote the participation of male students by creating interactive activities suitable for male students,to promote the participation of students who do not often read picture books by creating reading situation,etc.Through controlling the difficulty of the task and other ways to promote that the moral and rule of law courses do not attract students to participate in their own,through the “Active learning”theme picture book reading and other ways to promote students do not participate actively;To improve the participation of the sixth graders by finding the bright spots of the students who were not rated as excellent,and by focusing on the developmental particularities of the sixth grade students.
