Research On The Campus Football Public Service Supply System Of Senior High School With Football Characteristics In Hunan Province

In 2007,the General Administration of Sport of China and the Ministry of Education put forward suggestions to strengthen the work of Chinese youth campus football,China's campus football has entered a stage of rapid development.As an important carrier of campus football activities,football characteristics schools provide a reserve force for football in China,and accelerate the expansion of football population,and comprehensively improve the comprehensive quality of students,which has far-reaching historical significance in promoting the overall development of football.In order to further strengthen the management of campus football and guidance,in 2018,the Ministry of Education issued a “ basic requirements of national youth campus football reform pilot area(trial)”,”basic requirements of national youth campus football pioneer area(trial)”,the series of documents provide the development direction for how to undertake well on the“last 1 kilometer” of campus football,and also social forces to participate,and laid foundation for building a diversified sports public service supply system and promoting the reform and development of the campus football public service supply.The campus football public service supply system of senior high school with football characteristics in Hunan province is used as the research object in the research,from the perspectives of campus football supply content,supply subject,supply methods and service supply system,it points out its advantages and disadvantages,and it provides useful methods and suggestions on effectively promoting the development the campus football.The research mainly uses literature,expert interview,case analysis,questionnaire investigation,logic induction and mathematical statistics methods and so on to analyze the campus football public service supply system of senior high school with football characteristics,and got the following conclusions:1.The development of senior high schools in Hunan province is not balanced between urban and rural areas;campus football teachers are mainly male and have high education and younger phenomenon;the participation rate of teachers in football training is high,but the participation of high-level training is less;in terms of the technical level of coaches,there is a lack of high-level talents.At the same time,there are some problems in the specification and types of football fields;in terms of funding,government purchases and supply funds are the main part with supplement by the school supply funds.The supply mode is single,the participation degree of social forces is low,the field is difficult to meet the needs of students,and the number of students participating in campus football leagues above the provincial level is few.The after-school football training system is relatively perfect,but the degree of carrying out campus football activities is not enough.2.The supply factors of football in senior high schools with football characteristics in Hunan province include learning and training factors,government factors,social forces factors and school culture factors,and among them the most important factors are government factors and social forces factors.3.In terms of the operating mechanism and main supply body : led by the provincial education department,the provincial development and reform commission and other six units,constitute the campus work leading group.The establishment of Football Association in Hunan province improve the operation efficiency of the campus football public service supply in Hunan province.In the public service supply,the provincial sports bureau and other departments are the main body,but the organization coordination and supervision evaluation of public service are mainly through the campus football Association of Hunan province,and then send feedback to the Hunan Provincial Education Bureau,and it is supervised by it.The main body of campus football public service supply in Hunan football characteristics schools is divided into government leading,social leading and enterprise leading.The development of innovative multi-subject is insufficient.4.The functions of the public service supply system of campus football schools with characteristics are as follows: it can reduce costs,improve efficiency,promote organization development,improve competitiveness,help the characteristics schools and perfect the the evaluation system from the perspective of government;it can increase social participants,expand the influence,meet the needs of the public,and enhance the credibility of the government from the perspective of social forces;and from the perspective of enterprises,it can provide capital support,help campus football,provide trading resources and assume social responsibilities.5.In the supply system of public service in campus football school with characteristics,the supply content is not rich,the supply body is not multiple,policies and regulations are not complete,supervision institutions are not perfect,social organizations is underdeveloped and so on.Therefore,improving and perfecting of supply contents,innovation and development of multiple supply body,strengthening the government function,perfection of the policies and regulations,perfection of supervision and accountability mechanism,increasing financial investment are particularly important.
