| Compulsory education is the foundation of national education.China has always regarded compulsory education as a cause with the attribute of social public welfare,so improving national cultural literacy has been written into the basic national policy in the last century.Common prosperity is the common prosperity of material and spiritual life.In order to meet the people’s yearning for a better life,compulsory education is its due meaning.In order to develop compulsory education in a balanced way,the education administration department scientifically determines the division mode and area scope of the region based on the actual situation of regional development,so as to achieve the goals of fair educational opportunities and educational resources.As a new first tier city,Chengdu’s population has increased by 5.81 million over the past 10 years,and the number of people benefiting from compulsory education has also increased.Qingyang District is one of the hottest areas of basic education in Chengdu in recent years because of its good primary and junior middle school education resources.At the same time,in order to meet the increasing school-age children’s enrollment needs,the education administration department of Qingyang District adjusts the enrollment policy every year,so that the new parents of " Entrance of Primary School" face more policy uncertainty than before.In order to understand the implementation of the enrollment work in Qingyang District,Chengdu,what is the impact of the implementation of the enrollment on students and parents,how do parents evaluate the enrollment work,and what problems exist,this study was started.This paper mainly adopts the methods of literature research,investigation and interview,selects 416 parents of freshmen from ten school districts in Qingyang District as the research object,takes the situation of compulsory education dicing enrollment as the starting point,and understands the current situation of dicing enrollment in Qingyang District and the real evaluation of new parents on the development of dicing enrollment through questionnaire survey and on-site interview,Put forward their own opinions.Through the research,it is found that the implementation of the sliced enrollment policy is good,and parents understand and agree with the sliced enrollment policy,but there are still the following problems to be solved:(1)there is insufficient public participation in the formulation of the sliced enrollment policy,and there are procedural constraints in the process of policy implementation;(2)In terms of enrollment publicity,there are problems that the publicity of policies needs to be improved and the interpretation of policy contents needs to be deepened;(3)The lack of effective supervision and evaluation mechanism for the implementation of dicing enrollment;(4)The distribution of educational resources in Qingyang District is uneven between new and old urban areas,between school districts and between schools;(5)Parents’ demand for high-quality educational resources is increasing.According to the actual situation of Qingyang District,this study proposes to jointly promote the balanced development of compulsory education from the aspects of policy formulation,publicity,supervision,teacher training and resource allocation.First,improve the public opinion in the policy and practice;Second,enrich the publicity methods of the policy,improve the publicity coverage,and build a positive communication platform to ensure that the policy publicity is in place;Third,we should strengthen social supervision and establish and improve an effective supervision and evaluation mechanism;Fourth,speed up the cultivation of high-quality schools and strengthen the construction of teachers;Fifth,we should continue to promote the construction of school standardization,strengthen support for weak schools,and promote the balanced allocation of teachers. |
