Public participation literacy is an important quality and ability for young people to enter the society,and ideological and political courses in senior high schools and ideological and political education in universities are important means and carriers to cultivate youth's public participation literacy.After the promulgation of the new curriculum standard(2017 edition)for senior high school ideological and political courses,it has been clearly listed as one of the core disciplines to be cultivated,so how to cultivate effective public participation literacy in senior high school ideological and political courses is becoming an urgent problem to be solved.At the same time,ideological and political education in universities has achieved remarkable results in cultivating public participation literacy,but there are new situations in public participation of college students,which need researchers to explain and solve.Some existing studies on public participation mostly focus on a certain academic segment,but lack of empirical research across academic segments.However,this study focuses on two academic segments,high school and university,so as to compare and analyze the measures and difficulties faced by the two academic segments in cultivating public participation literacy,and learn from each other.College students are in a period of vigorous vitality,with strong subjective initiative,less objective constraints from the outside world and sufficient time and energy for public participation.Therefore,it is necessary and feasible to study the public participation of college students.This study focuses on high school ideological and political courses and college ideological and political education,and uses mixed research methods to deeply explore the current situation of college students' public participation,including public participation motivation,types,forms,levels,behaviors and effects of public participation.With the help of the preliminary design analysis framework,it clarifies the influence of high school ideological and political courses and college ideological and political education on college students' public participation,and in the process,it builds a theoretical model of public participation.In view of the difficulties faced,this paper puts forward countermeasures and suggestions from the perspectives of ideological and political education in high schools and universities.It is found that high school ideological and political teachers are an important factor that affects college students' evaluation of high school ideological and political courses;Most senior high school ideological and political teachers cultivate their public participation literacy through classroom teaching,but few extracurricular public participation activities are carried out.In the cultivation of public participation literacy in high school ideological and political courses,direct cultivation is lacking,while indirect cultivation plays a bridge role;Ideological and political education in universities affects the whole field and process of college students' public participation;Ideological and political education in universities makes the public participation of undergraduate students in different years significantly different;Public participation motivation is the key point that connects cognitive field,emotional field and behavioral field.
