After the great success of poverty alleviation,the focus of poverty alleviation in pastoral areas is to consolidate the achievements of poverty alleviation and effectively link up with rural revitalization.On the basis of combing the theoretical skeleton and practical experience of the asset construction,the author thinks that as a turning point of the social welfare policy,the capital construction theory can provide a theoretical reference for promoting the forming of endogenous anti-poverty power in pastoral areas.The study was conducted in the Xilingol League,using field research methods and semi structured interviews and participatory observation.On the basis of systematically summarizing the experience of poverty alleviation in Xilingol League,the study concludes that the income level of herdsmen in poor pastoral areas is still on the edge of poverty,and it is difficult for herdsmen families to accumulate assets by increasing their income.The risk of herdsmen returning to poverty includes less Natural capital,shortage of human capital,lack of material assets and constraints of organizational assets.Under the theory of asset construction,the establishment of long-term mechanism to prevent returning to poverty in pastoral areas should start with resisting risks and building capacity.It is an effective way to prevent returning to poverty in pastoral areas to develop appropriate welfare policies,to establish natural assets protection system,to strengthen the financial input of infrastructure and the ability of herdsmen to obtain financial capital,to train practical talents and to develop and strengthen social organizations in pastoral areas.
