| Poor disabled people have multiple obstacles,such as dysfunction,low income and weak development ability,which are the key in the establishment of long-term poverty relief mechanism.Using the perspective of capacity,this paper explores the different effects of targeted poverty alleviation policies for person with disabilities in China,and analyzes the reasons of the policy dilemma.In addition,we try to design a long-term mechanism for poverty alleviation for the disabled to solve these problems.From the perspective of Amartya Sen’s research on capability,this study believes that the essence of poverty is the deprivation of capability and the lack of functional welfare.This kind of ability deprivation is not only the lack of personal natural ability,but also the lack of rights granted by the system,which eventually leads to the obstacles of the poor people in economic acquisition.However,the current policy design and operation errors,ultimately unable to achieve the long-term effect of poverty alleviation.Based on this,this study used literature review and policy text analysis method to summarize the existing targeted poverty alleviation policies for persons with disabilities.It is concluded that:1)the existing poverty alleviation policy options mainly adopt the"blood transfusion" type of relief assistance,supplemented by the "hematopoietic" type;2)industrial development helps the poor,breaks through the bottleneck of one-way poverty alleviation,and 3)it solves the survival plight of most impoverished disabled people.However,the existing policies also have many negative effects,including:1)developmental needs are difficult to supply,2)accessibility barriers produce supply-demand deviation,3)short-term system are emphasized,rather than long-term construction system,4)welfare resources are unequally distributed due to guanxi and self-interest,and 5)a profit-pursuing operation of capitals.These has seriously hindered the establishment of a long-term poverty alleviation mechanismIn view of the above problems,this study designs a new capacity building strategy for the person with disabilities.It can stimulate the subjective initiative of individuals,promote the individual development and eliminate long-term poverty alleviation through institutional enabling and empowerment.In this framework,it further differentiates five viable capacity sets,namely health,education,employment,social participation and empowerment,to improve the survival and development capacity of poor persons with disabilities from different perspectives.In addition,social work plays a vital important role in the process of capacity building. |
