| On December 28,2022,the National Development and Reform Commission,together with the Ministry of Finance and 18 other departments,issued the Guiding Opinions on Promoting the Integration of Large inhospitable Poverty Alleviation Relocation Areas into New urbanization to achieve high-quality Development.We have made clear the overall requirements,main directions,main tasks,and supporting policies for promoting the integration of large relocated areas in inhospitable areas into the new type of urbanization and high-quality development in the coming period.At the beginning of 2021,Project A of Organization Y was launched in Community C of County N.The project mainly serves the left-behind immigrants and special groups in the immigrant group.Based on the core urgent needs,the project makes intervention plans to alleviate and solve the social maladjustment and integration problems of the relocated immigrants,and the service effect is good.At the end of December 2021,Project A was renewed,and Organization Y returned to Community C.It was found that Project A was facing the difficulty of effect deviation and maintenance,and it was urgent to seek a more developmental intervention mode.Organization Y adopted the asset-based theoretical model,replanned and formulated service strategies,and changed the service intervention strategy from "demand-oriented" to "asset-based".Based on the above changes,this paper focuses on the transformation process of social work practice and strategy internal transformation logic during the transformation of intervention mode.The author joined the work team of Project A at the beginning of 2022,participated in observing the practice process of Project A,and explored the reasons and internal logic of the change of strategy of Project A.In this paper,case analysis is adopted,participatory observation,interview and questionnaire are used to collect research data,and asset-based community development model and empowerment theory are used as the research basis to elaborate the practical dilemma and examine the causes,outline project strategy adjustment,description and analysis of intervention process and project effect evaluation of project A.On this basis,further practice reflection is carried out.Try to make practical suggestions.At the same time,the overall process of A project strategy transformation and the logic behind it are deeply explored.Practice has found that,on the one hand,the "asset-based" intervention mode has positive effects in promoting the integration of immigrants and achieving developmental empowerment.The mining and activation of community assets meet the higher needs of immigrants for deep social integration and alleviate the dilemma of problem transformation.On the other hand,the transformation from "demand-oriented" to "asset-based" service strategy is a developmental main line from solving urgent needs,to enhancing advantages,and then to promoting community interaction.With the deepening of the ability of immigrants to explore and the increasing level of social integration needs,the strategy has changed the approach of empowerment for immigrants,from exogenous empowerment to endogenous empowerment.This is not to abandon the former,but to further advance the transformation stage of the problem,and is a response to the development needs.Social workers should also be sensitive to the phased changes in practice,timely adjust the practice strategy,and promote the integration of immigrants. |
