In today's society,football is becoming more and more active.A reasonable evaluation system for referees has been established to objectively evaluate the performance of referees.This not only conforms to the current need to further deepen the reform of football,but also contributes to the refereeing of referees by the Chinese Football Association's Disarmament Committee and its member associations.The selection and training of staff provide a reference basis.Combining the research results and actual development status of predecessors,using the evaluation index system of Zhejiang Province football first-level referees as a blueprint to study its various indicators,weights and evaluation standards.Through extensive field investigations on the training instructors of first-level football referees in Zhejiang Province,the chief referee,and the supervising referees in the competition area,and on the basis of soliciting expert opinions,research and analysis from the methods,principles and basis of the indicator system construction,etc.,Drawing on the useful experience of foreign football referee training and development,and combining the relevant indicators of the referee evaluation content of the Japanese and English Football Associations,a comprehensive and operability evaluation index system for the first-level referees in Zhejiang Province has been constructed.It provides a scientific basis for the selection of the first-level referees of the Zhejiang Football Association's referees,and provides a theoretical reference for the evaluation,management and development needs of the first-level referees of my country's football.This research takes the assessment content and evaluation standards of the first-level football referees in Zhejiang Province as the research object,uses literature materials,expert questionnaires and other research methods,and strives to build a set of scientific,complete and realistic under the comprehensive analysis of qualitative and quantitative The evaluation index system for the first-level referees of Zhejiang football.The research conclusions of this paper are as follows:(1)Summarized the research status of domestic and foreign football referee evaluation systems.The research on the evaluation system of football referees in my country lacks holistic and systematic research;there are problems such as narrow research scope,limited research perspectives,and lack of generalization of results;at the practical operation level,there are incomplete qualitative evaluation indicators and quantitative evaluations of referees.The standard is not standardized.The evaluation system of Japanese football referees focuses on theoretical assessment,and there are very rich theoretical training and assessment items,and theoretical learning and practical training are closely integrated.The evaluation system of English football referees focuses more on practical assessment,and promotes learning through competitions to achieve the purpose of satisfying practical application.(2)The problems in the assessment and evaluation of the first-level referees in Zhejiang football were discovered.The basic quality test of Zhejiang football first-level referees is the up-to-standard assessment,which is enough to meet the passing standard.It is not included in the total score and is only used as an important reference for future promotion and selection,and lacks specific and detailed scoring standards.The assessment content at this stage includes on-the-spot law enforcement,physical fitness,theory,and video assessment.There is no new assessment weight,and there is a lack of comprehensive and systematic measurement standards.(3)Determined the evaluation method for the evaluation work of Zhejiang Provincial Football Referees.In the evaluation process of Zhejiang football first-level referees,referees can only make pass,fail,and excellent judgments for a certain item,and the content of the evaluation cannot be comprehensively evaluated.These quantitative evaluation standards are also relatively vague.This article uses expert questionnaires and analytic hierarchy methods to solve the problem that qualitative indicators cannot be comprehensively and quantitatively evaluated.The establishment of the Zhejiang Provincial Football First-Class Referee Evaluation Index System is effective and measurable.(4)Constructed an index system for the assessment and evaluation of the first-level referees of Zhejiang football.It is composed of three level I indicators including basic quality evaluation of referees,on-the-spot enforcement evaluation of the chief referee,and on-the-spot enforcement evaluation of assistant referees and fourth officials;9 level II indicators including physical fitness test,theoretical test,and video test;sprint running,interval It is composed of 16 level III indicators including running,football competition rules,technical and disciplinary penalties.And it has a high degree of scientificity,comprehensiveness,purpose and maneuverability.(5)Calculate the comprehensive weight of the evaluation and evaluation of Zhejiang football referees.Constructed the structural model of the index system;established the pairwise comparison judgment matrix;used the judgment matrix to calculate the weight,and carried out the consistency CI test.For the first-level index,the weight of the on-the-spot evaluation of the chief referee is 0.7344;the weight of the referee's basic quality evaluation is 0.1046;the weight of the assistant referee and the fourth official's on-site evaluation is 0.1610.And calculate the weight of the II and III indicators.(6)Research and formulate the evaluation standards for the first-level referees of Zhejiang football.The three-level quantification standards of "a,b,c" were set for the third-level indicators of the assessment and evaluation,and the third-level indicators were quantified,and the corresponding quantitative scoring table was developed to make the evaluation indicators obtain quantitative evaluation.Using the 3-level scoring standard,the standards can be used flexibly to score each assessment item and evaluate the overall level of referees,and evaluate the level of referees' professional ability.In response to the research results,the following suggestions are made:(1)Pay attention to the training of referees' on-the-spot law enforcement ability.At present,we must pay great attention to the training of referees' on-the-spot law enforcement ability,so as to optimize the development of referees' professional ability.The basic qualities and abilities of referees are the basis for the development of referees.Therefore,it is necessary to pay attention to the training of referees' on-the-spot law enforcement ability,but the training of basic qualities and abilities of referees should not be neglected.(2)Learn from the useful experience of the Japanese and English Football Associations on the development of referees.Attach importance to the training of football referee theory and the assessment of projects.In addition to the theory of football competition rules,it also includes knowledge of sports medicine,nutrition,sports physiology,sports psychology,sports training and other disciplines.In addition,theoretical training and practical training are closely integrated to strengthen referees' practical ability in competitions and comprehensively improve referees' professional capabilities.(3)Combine the development of future football referee assessment projects.The evaluation content and evaluation standards of football referees are a dynamic process.New evaluation content and more suitable evaluation standards will definitely appear.The assessment content and evaluation standards should conform to the development direction and specific development requirements of football referees,and the focus of evaluation should be gradually revised and improved as the development of football referees needs.(4)Expand the sample size and the credibility of the sample,and further empirical research.This research mainly uses the expert questionnaire method,and the subjective will of the experts is strong.In further research,the sample size and the credibility of the sample will be expanded.Strive to strengthen the integration of theory with practice in the future research,and use examples to test the evaluation index system of Zhejiang Province's first-level football referees.
