In order to promote the development of football,in 2015,the Ministry of education of the People’s Republic of China issued the overall plan for the reform and development of Chinese football,and began to vigorously develop campus football activities.In this paper,the use of literature,interviews,field surveys,questionnaires on the development of campus football in Luoyang City and Jiyuan City field research,through the development of better Luoyang City and the development of general Jiyuan City for comparison,combined with mitt horn policy implementation mode analysis,find out the problems in the development process of Jiyuan City.The findings are as follows:(1)the goals and requirements of policy implementation in both Jiyuan City and Luoyang City are not specific enough;(2)the allocation of resources in Jiyuan City is not perfect;(3)there are constraints in the policy implementation agencies of Jiyuan City;(4)the communication and coordination between policy executors in Jiyuan City is not perfect;(5)the social environment of Jiyuan city restricts the development of campus football;(6)the recognition of policy executors in Jiyuan City It’s not high.Based on the survey results,suggestions are put forward:(1)specific policy objectives should be formulated to meet the development requirements of different schools;(2)the leading group of Jiyuan City needs to integrate resources to help schools with poor development;(3)the composition of the leading group of Jiyuan City is too single,and other departments need to be added;(4)the executors and target units of Jiyuan City need to strengthen communication and exchange;(5)Jiyuan City needs to learn Luoyang City to build a good football culture;(6)Jiyuan City,the implementation of various schools to improve the sense of identity...
