Research On The Implementation Of "1+X" Certificate System In Higher Vocational Colleges

Under the background of the new era of in-service education reform,with the exponential outbreak of science and technology and the rapid take-off of social economy,the competition among various industries is becoming more and more intense.On the one hand,enterprises are increasingly eager for high-quality skilled talents,on the other hand,the transformation of talent training mode in Colleges and universities is slow.Therefore,how to cultivate excellent and qualified technical talents has become the primary urgency of higher vocational education.In February 2019,the State Council's implementation plan for national vocational education reform proposed to start the pilot work of "academic certificate + several vocational skill level certificates(1 + x)" certificate system in Vocational Colleges and Application-oriented Undergraduate Colleges and universities from 2019“ The "1 + X" certificate system adheres to the demand orientation,problem orientation and goal orientation.On the basis of absorbing the vocational education experience of various countries,it has made a new design for the basic concept,functional orientation,development and construction subject,operation and implementation and management mode of the certificate,which will be the institutional basis for deepening the education and teaching reform of Higher Vocational Colleges in the next step.Taking Sichuan Changjiang Vocational College as the survey object,based on the new public management theory,human capital theory and person post matching theory,this paper uses the methods of literature research,case analysis,investigation and statistical analysis to interview school leaders,academic affairs office leaders,certificate principals and training teachers,and selects logistics management,building information model,online store operation promotion,sports nutrition Taking six professional certificate pilot students such as network system and commercial vehicle sales service as samples,278 questionnaires were issued and 232 were recovered.The results showed that there were insufficient teachers and hardware in the implementation of "1 + X" certificate system The main problems are the lagging connection between vocational qualification certificates and curriculum teaching,the lack of in-depth cooperation between schools and enterprises,the imperfect evaluation system of skill certificates,and the low participation and recognition of students;The reason lies in the insufficient supply of educational resources,the lack of curriculum integration,the lack of deep school enterprise cooperation resources,"1 + X" system is still in its infancy,and students' lack of understanding of the transformation of higher vocational education;Then it puts forward some suggestions,such as strengthening system guarantee by government departments,increasing resource investment by enterprises,implementing system reform by schools,changing ideas of students and families,so as to ensure the implementation effect of "1 + X" certificate system.The main contribution of this paper is to provide practical cases for the study of the imperfect "1 + X" certificate system,find the prominent problems existing in the implementation of the existing system,and provide evidence and theoretical reference for the follow-up development of "1 + X" certificate.Let schools,teachers and students have a comprehensive understanding of the "1 + X" certificate.In addition to the above contents,the article also gives feasible suggestions from the perspectives of government,enterprises and schools,which lays a foundation for further guiding students to actively participate in the "1 +X" certificate training and examination,so as to improve students' professional ability,and also provides experience for similar colleges to carry out the implementation of "1 + X" certificates.
