| After 1992,my country’s market economy has developed vigorously,and the flow of highlevel talents in colleges and universities has gradually shifted from "planning" to "market".more autonomy.Especially after 2017,under the background of "double first-class" construction,some domestic colleges and universities have tried to enter the list of "double first-class" construction through a "short-term,flat and fast" quick way,so as to increase their attraction to high-level talents in colleges and universities.Coupled with the introduction of talent policies in various places,the war for talent has entered a white-hot stage,and the "Matthew effect" of the disorderly flow of talents in colleges and universities has become increasingly prominent.Such chaos disrupts the talent market and reduces the efficiency of talent allocation.It can be seen that how to regulate the flow of high-level talents in colleges and universities and promote the development of talents in a reasonable and orderly direction is an urgent problem to be solved in current research.First First of all,based on the research status and research methods at home and abroad,and based on the theory of human capital flow,bounded rationality,the theory of organizational goal alignment,and government regulation,this paper summarizes and proposes three "twoparty game models",including: talent And the game model of exporting colleges and universities,the model of imported colleges and talents,and the model of government regulation;secondly,the three two-party game models are integrated,and the "triple game" method of government,introduced colleges and talents is comprehensively proposed to judge whether there is regulation.Necessity;finally,the validity of the proposed model and method is verified through a case,and the typical situation of talent flow in my country is found.The conclusions of the research show that: first,colleges and universities pay too much attention to stimulus effects and material rewards in the introduction of high-level talents,ignoring the essential requirements of academics,resulting in the phenomenon that high-level talents in colleges and universities are driven by interests to pursue various hats,which makes some scholars.cannot be properly guided.Second: the interest orientation of the “policy baton” of the education sector,local governments and colleges and universities focus on the introduction of high-level talents.Colleges and universities that introduce talents catch up with colleges and universities of the same level in the shortest time,snatch talents disorderly,and blindly follow the trend.Third: The evaluation system of colleges and universities is imperfect and lacks a perfect system,which leads to the phenomenon of "blindness" and "unbalanced supply and demand" in the human capital market.There is a lack of institutional methods to guide and encourage relevant scholars to devote themselves to work.Fourth: Because high-level talents are tempted by the introduction of colleges and universities to provide generous remuneration packages,scientific research platforms,children’s education,and regional economic environment.Make high-level talents violate the corresponding contract spirit and choose to flow into other institutions. |
