Starting from the purpose of encouraging and promoting students to actively participate in physical exercises and enhancing their physical fitness,the state has successively formulated the "Labor and Health System","National Physical Exercise Standards","College Student Physical Education Qualification Standards","Middle School Student Physical Education Qualification Standards",and "Primary School Physical Education" in different periods.A series of systems such as the Qualification Standard and the Physical Education Examination Measures for Junior High School Graduates,and the National Standards for Students' Physical Fitness and Health began to be tried out nationwide in 2002.This standard was also revised in 2014.The physical health of adolescents is related to the future of the motherland.Adolescents are the hope of the motherland.In recent years,the physical health of adolescents has been paid more and more attention by the state and society.The implementation of primary schools,a more comprehensive understanding of the development and implementation of the "standards",this article takes rural primary and secondary schools in Renxian County,Hebei Province as the survey and research objects,draws on the theoretical framework of education policy,and combines the perspective of education policy implementation deviations in rural areas.The actual situation of the compulsory education stage,a field questionnaire survey was carried out to explore the implementation deviation of the "Standard" in rural areas,to find out the problems and deficiencies in the implementation process,and to propose reasonable correction strategies to provide a reference for the better implementation of the "Standard".This article mainly adopts the method of literature data,questionnaire survey,mathematical statistics and case study to conduct demonstration and research on the performance,reasons and corrective measures of deviations in the implementation of the "Standard".The results show that:NO1.The deviations in the implementation of the Standards in Renxian Primary and Secondary Schools in Hebei Province are mainly manifested in the following 7aspects:1.In terms of structural policy distortion: the standard requirements of some test items are not fully suitable for schools and students,and the students' resistance to the "standard" policy on the completion of unqualified test scores or the handling of undergraduates,etc.2.In terms of organizational policy distortion: the school departments have low participation in physical fitness tests,lack of a clear and complete organization and management mechanism,and inadequate implementation of the organization and management system.3.Selective implementation bias: school teachers and students do not have a deep understanding of the "standard" indicators,poor implementation of physical fitness testing,and incomplete testing items.4.In terms of resistance to implementation deviations: schools and teachers do not pay enough attention to the "standards",have violations of physical fitness tests,modify data without authorization,or refuse to report.5.Symbolic implementation deviations: schools and teachers symbolically arrange for students to take physical fitness tests during physical education or suspension of classes,do not take the tests seriously for out-of-school students,and symbolically report test results,etc.6.Violation of implementation deviations: students do not actively cooperate with physical fitness tests,schools and teachers have failed to continuously carry out physical fitness tests,and the operation of the "standard" test is not standardized.7.Relevant support for the implementation of the "Standard" policy: the school lacks funds for special physical fitness tests,the facilities for physical fitness tests are not perfect,and the special subsidies for test teachers are relatively small.NO2.The main reasons for the deviations in the implementation of the above "Standards" in the primary and secondary schools in Renxian County,Hebei Province are:1.The problem of the policy itself: Mainly manifested in the "Standard" policy requirements are too high,it is difficult to match the physical status of local students,the policy of the awards and penalties for student evaluation and graduation is unreasonable,resulting in deviation from the original intention of the policy.2.The problem of the executive body: It is mainly manifested in the serious concept of the superior and the subordinate,the poor collaboration ability of the departments,the unreasonable use of personnel,and the failure to make overall arrangements in the specific implementation.3.Target group problems: Mainly manifested in insufficient cognition,lack of physical fitness,and unhealthy lifestyle.4.Resource guarantee issues: mainly manifested in the shortage of venues and equipment,shortage of personnel,and shortage of funds.5.Implementation environmental issues: Mainly manifested in the uneven development of rural compulsory education,the lack of local coordinated policies,and regional differences.NO3.The corrective strategies for the deviations in the implementation of the "Standards" for primary and secondary schools in Renxian County,Hebei Province mainly include:Correct policy interpretation and understanding of policy objectives;appropriately adjust the policy requirements of the "Standard" according to local conditions;strengthen the training of policy executors;improve the management system and clarify the execution rights and responsibilities at all levels;improve the physical test execution management mechanism;further strengthen student physical exercise;publicity Establish a correct concept of student physical health;make full use of self-media to promote the importance of the "standard";increase funding for physical testing work;guarantee welfare subsidies for policy implementers;strengthen testing work and standardization of testing equipment;strengthen students' Regarding the management of “students and not in school”,special treatment is adopted for special students' physical problems.
