| The ocean is a blue treasure trove of huge resources,rich in biological,mineral,freshwater and energy resources.With the depletion of land resources development,human beings have gradually paid attention to the development of marine resources,and since the 21 st century,the blue ocean has become the strategic focus of various countries.China is a major maritime power with extensive maritime strategic interests.Since the Eighteenth National Congress,the party and the state have attached great importance to the construction of a marine power,clearly pointed out that the construction of a marine power is an important part of the cause of socialism with Chinese characteristics,in this strategic background,people gradually realized the importance of marine development to drive China’s economic take-off,coupled with the rapid development of scientific information technology and big data technology in recent decades,but also make the large-scale development and utilization of marine resources more convenient and efficient,the marine industry can flourish,the marine economy has become an important driving force for the rapid growth of China’s economy.However,with frequent human activities and extensive resource utilization,the balance of marine ecosystems has been broken,and the large-scale disorderly development of marine resources has also caused a variety of marine pollution problems,mainly manifested in the continuous expansion of the polluted area of coastal waters,the damage of coastal ecosystems,the frequent occurrence of natural disasters in the oceans,and the reduction of marine biodiversity.Among them,land-based source pollution caused by human activities on land accounts for 80% of marine pollution and has become the main cause of marine pollution.Shanghai is located in the coastal waters of the East China Sea,shanghai waters from the north from the Qidongzui,south to the Jinsiniang Bridge,west from Xuliujing,east to the Okinawa Trough,the river coastline of about 450 kilometers.As the most active place in China’s socio-economic development,Shanghai is the first to bear the brunt of land-based pollution.According to relevant data,the four types of water quality and the inferior four types of water quality in the coastal waters of Shanghai account for a relatively high proportion of various types of water quality,and the emission of pollutants such as active phosphate,total nitrogen,and petroleum seriously exceeds the standard,and this harsh marine environmental situation will pose a serious threat to the development of Shanghai.Therefore,this paper deeply studies the problem of marine land-based pollution control in Shanghai,focuses on the efficiency of marine landbased source pollution control,and explores the factors affecting the efficiency.On the basis of collecting the input and output indicators of marine pollution control in Shanghai,a quantitative index system was constructed by using the three-stage DEA model,the efficiency of marine land-based pollution control in Shanghai was measured,and the TOBIT regression model was used to analyze the role of environmental impact factors,and finally put forward useful suggestions.This article is mainly divided into six parts:The first part is the introduction.This part mainly introduces the background and significance of the research on the efficiency of marine land-based pollution control in Shanghai,the current research status,research ideas and research contents at home and abroad,as well as the innovation points and shortcomings.The second part introduces the relevant concepts and definitions of efficiency of marine land-based sources of pollution.First of all,the definition,types and hazards of land-based source pollution are clarified,and then the views of scholars on efficiency are expounded,and the efficiency is classified,in this study,combined with the definition of previous scholars,the governance efficiency is divided into pure technical efficiency and scale efficiency.The third part systematically sorts out the current situation of marine land-based source pollution in Shanghai.The water quality of the seawater in the Shanghai sea area,the amount of sewage discharged into the sea and the change of pollutant substances,and the impact area of the red tide of marine disasters reflect the serious problems of near-coastal water pollution,poor water quality,comprehensive discharge caused by human activities and large discharge of industrial pollution sources in Shanghai’s marine pollution control,and at the same time,according to the obtained data,the change trend map is drawn,which more intuitively and three-dimensionally shows the serious impact of land activities on the environment in Shanghai’s marine area The next step is to comprehensively sort out the current situation of governance of land-based sources pollution in Shanghai,and explain the applicability of the threestage DEA model in analyzing the problem of marine land-based source pollution control in Shanghai.The fourth part is mainly to use the three-stage DEA model to analyze the efficiency of land-based source pollution control in Shanghai.Firstly,the background and operation process of the DEA method are introduced in stages,and then the input and output index system of land-based source pollution control is established,and the empirical results of the efficiency part are obtained.From the results of the efficiency part,it can be seen that there are obvious differences in the efficiency of marine land source pollution control between different years,and the scale and efficiency of marine land source pollution control are the primary reasons hindering the improvement of treatment efficiency.The fifth part is mainly to use the TOBIT model to conduct in-depth exploration of the factors that affect governance outcomes.The factors that act on the governance results are diverse,and on the basis of combining the selection of previous indicators,according to the characteristics of this paper,the influencing factor index system is constructed.Based on the regression results,the influence of each factor is derived.After ranking the degree of influence,the targeted opinions are put forward in combination with the ranking results.Part VI is the conclusions of the study and policy recommendations.On the basis of the first five parts,targeted recommendations are made based on the empirical results obtained.First of all,combined with the characteristics of Shanghai’s development and planning,optimize the industrial structure and rationally plan the industrial layout,so as to realize the transfer,centralized layout and treatment of polluting enterprises;secondly,improve the scale and efficiency of land-based pollution control,build a regional coordination mechanism for land-based pollution control,and further strengthen the integrated structure of pollution control;finally,according to the positive and negative effects of influencing factors on governance efficiency,improve the support system for marine land-based pollution control. |
