| In order to implement the requirements of the CPC Central Committee and the State Council on the establishment of a sound safety risk management and control system for enterprises in the production field,based on the deficiency of the current research on the overall safety risk assessment and risk classification of chemical enterprises,combined with the industry characteristics and own characteristics of the enterprise,establish a quantitative safety risk assessment method based on accident possibility,loss severity and accident exposure degree.It can realize the accuracy and dynamic of enterprise risk,which is conducive to optimizing the supervision work of relevant government departments.In order to establish a scientific,reasonable,applicable and practical index system for the safety risk assessment of chemical enterprises,the large and above safety accidents in the chemical industry in China in recent 5 years are counted.Based on the process safety management elements and the core elements of safety production standardization,the paper analyzes the root cause of the accidents by using the "2-4" accident cause model,The key factors of safety risk of chemical enterprises are determined,and the indexes of existing safety rating system at home and abroad are analyzed.Based on the concept of risk,the theory of three types of hazards,the theory of accidental release of energy and the evaluation idea of LEC evaluation method,the basic structure and level of the safety risk evaluation index system of chemical enterprises are determined,and the primary selection of the index is completed.Based on the principle of scientific index system,Delphi method was used to conduct three rounds of expert questionnaire to improve the index,and the final safety risk evaluation index system of chemical enterprises was determined: 4 first level indexes and 22 second level indexes.Based on the characteristics of the index and the existing method to determine the weight of the index,fuzzy analytic hierarchy process is selected to determine the weight of the index;On this basis,the meaning and evaluation contents of each index are defined,and a safety risk evaluation model based on extension theory is constructed to determine the safety risk level of chemical enterprises.Finally,in order to verify the rationality of the safety risk evaluation index system,15 enterprises are selected to check and evaluate the two index factors of process operation management and change management,and corresponding suggestions and measures are put forward for the management defects of enterprises;Using the safety risk evaluation model to determine the safety risk level of the enterprise,we found all the deficiencies in the actual production process of the enterprise,and put forward the corresponding suggestions for the improvement of the enterprise safety management and the supervision of the relevant government departments. |
