Study On Implementation Deviation And Correction Of Special Rectification Policy Of D Zone County Safety Production

For a long time,production safety accidents have seriously threatened people’s lives and property safety.Especially after the "March 21" explosion in Xiangshui,Jiangsu Province,the public has become more pessimistic about production safety accidents.The reason is that the leadership responsibilities of the Party committee and government,the supervision responsibilities of departments,the main responsibilities of enterprises and the responsibilities of all employees are not fully implemented in the implementation of policies,which leads to the potential risks in production safety not only cannot be effectively prevented and resolved,but also may promote the potential risks to evolve into major risks,and then upgrade to production safety accidents.This thesis takes District D(county level)of Z City,Jiangsu Province as an example.District D has achieved certain results in the implementation of the one-year special rectification policy on production safety.The production safety environment of District D has been significantly improved,and the new concept of safety development has been effectively implemented.However,in the process of promoting the implementation of the special rectification policies of safety production,D zone also has the problem of policy implementation deviation,such as excessive implementation,selective implementation,etc.,which to a certain extent affects the realization of policy objectives and further improvement of the effect of the special rectification policies of safety production.Therefore,it is of certain reference value to analyze the causes of the deviation of the implementation of the special rectification policy of safety production and propose corrective measures for the follow-up special rectification work of safety production.In this thesis,text research method,case analysis method,in-depth interview method and participatory observation method are adopted to identify the specific performance of deviation in the implementation of special regulation policies on production safety in county areas,taking District D as an example: excessive implementation of "one-size-fits-all",selective implementation of avoiding major issues and taking minor ones,slow implementation of exceeding time limit and symbolic implementation of "target-only data theory".Combining the pressure-type system theory and the Sabatier-Mazmanian comprehensive model,the theoretical analysis framework of the deviation of the implementation of the special regulation policy of county safety production was constructed,and the deviation in the implementation of the special regulation policy of District D was classified and analyzed by using the theoretical analysis framework.The main reasons for the above four kinds of deviation are the responsibility avoidance under the pressure system,the incomplete transmission of implementation pressure,the departmentalism of policy implementors and the performance appraisal orientation that emphasizes "quantity" over "quality".At the same time,the author puts forward the corrective measures for policy implementation: first,the implementers at all levels should give full play to the advantages of the pressure system to ensure the implementation of the main responsibilities at all levels;Secondly,the executor at all levels should improve the pressure conduction mechanism and improve the timeliness of the coordination between the top and the bottom.Third,executives at all levels should be good at building a sound communication and dialogue mechanism,have the courage to break the barriers of inter-departmental and inter-regional departmentalism,and form a joint force for joint management.Fourthly,it is suggested that the superior government departments should be precise in the content of performance appraisal and treat "quantity" and "quality" equally,so as to optimize the supervision environment of policy implementation.This article is based on the thinking of the implementation process of the special regulation policy of safety production at county level,and provides some reference for the ongoing or to be implemented systematic and regional special regulation policy of safety production.
