| In the past,under the system of separate management of rural collective and state-owned land,individuals and the government played a leading role in the construction land.The disorderly expansion of rural homesteads and the co-existence of large-scale urban demolition and construction have led to the former.The imbalance of the ecological environment,the latter damages the interests of rural residents.The current land system reform mainly focuses on revitalizing the stock of homesteads and entering the market for collective operating construction land.Under the new system design,the forces of government,collectives,and individuals have been recombined,and market forces have been strengthened.Rural construction land is developing in the direction of orderly withdrawal,retention and quality improvement.Land and space planning emphasizes the coordinated development of the relationship between man and land.Under the current background of declining rural population in mountainous areas and tight urban construction land indicators,the orderly withdrawal and transfer of rural construction land indicators has become the focus of urban and rural coordinated development.This article combines the indicator bottom-line thinking of land planning and the functional layout thinking of urban planning.With the assistance of ArcGIS and other software and the basis of social surveys,this paper summarizes the rules of rural construction land layout in the mountainous terrain environment,and combines the design of the land system.Change,analyze the changes in the mechanism of the development of various construction land and various village land in mountainous villages,and propose a system framework for smart contraction of mountainous villages based on this.The smart contraction of mountainous villages is a dynamic process in which part of the construction land and villages are retained and developed under the general background of the general reduction of construction land.Through the analysis of the current construction land function and ownership structure of each village unit,three types of villages that are retained and improved are screened out,including suburban villages that are gradually transformed into urban villages under the guidance of external forces,and towns that work together to improve development.There are three types of central villages that form characteristic functions under a single force.In addition,this article also combines the current policy background of rural revitalization and forest rehabilitation to select villages with the potential of central villages.Finally,this article proposes the smart shrinking path of various types of rural construction land and various villages based on changes in land policies.Regarding various types of construction land,this article believes that rural homesteads should guide individual residents to exchange houses and land,various collective public welfare construction land should be merged in an orderly manner according to changes in demand under the leadership of the government,and various industrial,commercial and other operational construction land should be Introducing market power to improve overall benefits,urban residential land should be led by the government to increase the attractiveness of migrants.For all types of villages,this article believes that suburban villages should strictly limit individual construction activities under the premise of protecting the rights and interests of residents,township villages should promote the mixing of construction land functions to improve township functions,and central villages should strengthen their production,commerce,and public services.Such as a certain aspect of advantageous functions,potential villages should pay attention to the vitalization and utilization of stock construction land. |
