Construction industry is an important part of China’s national economy,related to the lifeline of the national economy.Y Group is a large state-owned central construction enterprise.This paper takes Y Group as the research object to study how to carry out scientific strategic planning and form a set of effective implementation plans under the background of the current global epidemic,construction industry transformation and fierce competition in the same industry.The research contents of this paper mainly include: First,sort out the relevant concepts of strategic management,and list the strategic management theories and tools involved or used in this paper.Second,the internal and external environment of Y Group was analyzed,using PEST,Five-force model,EFE matrix and other tools to analyze the macro and industrial environment of Y Group.Thirdly,the basic situation of Y Group is briefly introduced,and the internal environment of the enterprise is analyzed with resource analysis,enterprise capability analysis and IFE matrix.Fourth,the QSPM matrix was formulated based on the analysis results of SWOT and BCG matrix to determine the strategic direction of Y Group,and clarify the strategic objectives of Y Group.Fifth,combined with the results of internal and external environment analysis and executive research,develop Y group development strategy.This thesis holds that Y Group should closely follow the national industrial policy,actively lay out and look for market opportunities while making up for its own weaknesses,and strive to become an engineering construction enterprise with strong international competitiveness in 3-5 Years.Strategic optimization plan includes: First,improve the company’s system and mechanism.We will implement the rights and responsibilities of governance entities led by the board of directors,optimize the governance and management systems,and improve basic management for world-class enterprises.Second,optimize the business layout.Consolidate the main business advantages of water conservancy and hydroelectricity,actively develop the diversified business pattern of construction,municipal administration and highway,accelerate the layout of integrated building development and strategic alliance,strengthen the regional market network,and promote the rolling development of the market.Third,improve the project implementation mode,create professional and high-quality projects,promote the standardized project implementation and process operation,and enhance the project profitability.Fourth,to build a digital platform,Establish a research institute to carry out technical breakthroughs,build a "digital +" construction mode,promote the construction of digital management,and accelerate the development of digital production,digital equipment,and information technology management.Finally,safeguard measures were formulated from five aspects of organizational system,cultural construction,foreign cooperation and exchange,human resources and capital channels to escort the development strategy of Y Group company.The development strategy of Y Group Company proposed in this thesis can provide reference for water conservancy construction enterprises to formulate development strategies,and at the same time provide some reference for water conservancy construction enterprises to improve their competitive advantages and achieve sustainable development.
