Since the economic "new normalt",China’s economy has shifted from high-speed growth to high-quality development,which has promoted the transformation and upgrading of the engineering construction from"extensive and expansive development" to "refined and high-quality development".Project cost management as an important way to improve the comprehensive quality of engineering construction,because the managers lack of risk management awareness and systematic management means,there still exist the "three super serious" phenomenon,resulting in the waste of cost and resources.Therefore,based on the position of the construction unit and the integration of high quality development,the construction cost risk comprehensive management system is established to realize the comprehensive management of the project cost risk.Through theoretical analysis,the construction procedure and cycle of engineering project are sorted out,the construction cost structure is clarified,and the influence of high quality development on engineering construction is pointed out.By analyzing the present situation of project cost management,there are some problems in project cost management,such as backward management idea,disjointed management procedure link,limited consulting service mode and low quality of managemers are pointed out.Based on the high quality development,the project cost risk management can effectively control the project cost and realize the maximization of the project value under the construction investment through scientific methods.Using cost and quality optimization as well as time and expense optimization,the functional relationship among project cost,project quality and project schedule objectives are analyzed.Using the capacity coupling model,the twin system and three sub-system coupling models of project management objectives are established.With the help of Hall System Engineering,the comprehensive management system of project cost risk is established.The time dimension divides the subsystems of decision-making and planning,design and planning,implementation and construction,acceptance and use.The goal dimension realizes the coupling of project objectives,the effective control of project cost and the maximization of project value.The personnel dimension is to establish the partnership with the construction unit as the core and divide the risk responsible persons.Based on the example project,WBS-RBS method was used to identify risk factors,and a list of risk was established.The risk factors and the risk grade of each construction stage are evaluated by set pair analysis.According to the highest-ranking and higher-ranking risk factors,the risk responsibility is identified and the risk countermeasures are put forward.From improving the management level of construction units,improving the management strength of government departments,and promoting the participation of social institutions,the countermeasures and suggestions for optimizing the comprehensive management environment of project cost risk are put forward.Based on the analysis of project management objectives coupling,the dominant position of project quality target in the coordination of management objectives coupling and the necessity of strengthening the overall planning of the target in the early stage of construction are pointed out.The design and application of the project cost risk integrated management system enrich the connotation of the project cost risk,and the importance of the design and planning,implementation and construction stages in the project cost risk management are pointed out.Determine the key point of risk management and realize the overall management of project cost risk.It provides a useful reference for improving the level of risk management of unit construction cost,improving the comprehensive quality of engineering construction,and optimizing the environment of risk management of engineering cost.
