With the advancement of China’s international strategic framework "the Belt and Road Initiatives",the power industry is ushering in multiple development opportunities.Many power engineering general contracting companies are actively investing in developing countries along the "the Belt and Road Initiatives" strategy to open up emerging overseas power engineering markets.At present,the research on overseas EPC projects mostly focuses on cost management,quality control,risk management,etc.,and there is less research and analysis on EPC project process optimization.In order for companies to maintain better competitiveness in the overseas EPC power market,it is imperative to optimize the EPC engineering process.Based on the analysis of the status quo and characteristics of overseas EPC substation project processes,this paper analyzes and optimizes the engineering process of substation projects based on the literature research method,using process optimization theory and lean value management theory.First,extract the design structure matrix theory from the lean value management theory,and use the process analysis method to model the design structure matrix(DSM)at all stages of the project,and analyze the overall hierarchical relationship between activities.Secondly,combining the questionnaire survey method to obtain the information dependency measurement value,using the split algorithm to decouple or strengthen the coupling of the coupled activity set of the local activities,and identify the execution order of the local activities.Finally,the optimized process DSM of overseas EPC substation projects is obtained.At the same time,in order to verify the feasibility of process optimization,select appropriate process evaluation indicators for effect analysis,and improve the visual process management system to make the process optimization plan feasible.In order to verify the expected effect of process optimization,a project in the Philippines was taken as a case study.The analysis results show that the use of design structure matrix(DSM)for engineering process optimization can effectively improve information transmission,reduce information iteration,and optimize the number of rework.By re-integrating the project phases,the internal coordination of the EPC general contractor was realized,and the logical sequence of the activity process was strengthened.By optimizing the process of overseas EPC substation projects,the overall construction period of the project can be shortened,costs can be reduced,and overall project benefits can be improved.
