Railway logistics companies need to seize the modern logistics system’s development opportunities under the 14th Five-Year Plan.Railway logistics companies need to promote smart logistics construction and increase railway transportation volume to enhance core competitiveness.Under the national "dual-carbon" goal and the "dual-cycle" new development pattern,railway logistics companies need to use their low-carbon and high-efficiency competitive advantages fully.They need to assess the current situation to maximize strengths and avoid weaknesses.Railway logistics companies urgently need to seize development opportunities and formulate the company’s "14th Five-Year" development strategy plan so that they can create better services’ quality and realize the rapid development of railway logistics enterprises.This paper discussed the current research status and research background of railway logistics development abroad to determine the basic theories and analytical methods for strategy formulation.This paper used the PEST method to analyze HN Railway Company’s external strategic environment and used the five forces model to analyze HN Railway company’s competitive strategic environment.The company is in the midst of a diverse and changing development environment.At the same time,this paper analyzed HN Railway Company’s main business,resource,capacity,and container terminal layout to consider the internal environment.It is important to give full play to the company’s development advantages.This paper carried out strategic analysis from strategic positioning,guiding ideology,basic principles and development goals.It Used the SWOT matrix and the SPACE matrix to analyze the aggressive strategies the company should adopt and to obtain five alternative strategies.Finally,this paper determined the company strategy by QSPM matrix.It was finally determined that HN Company needs to build the modern smart logistics system and promote smart railways’ construction.It also needs to promote organizational transformation,innovation,and information technology’s development.HN Company needs to increase investment in technological innovation,quality,safety,logistics trade projects and smart projects.HN Company needs to increase railway traffic and profits.It needs to optimize resource allocation and utilization.Finally,this paper determined HN Railway Company’s development strategy measures,plans,and guarantee measures.
