Research On The Governance Path Of Migrant Workers’ Wage Payment Dilemma In Construction Industry

Migrant workers have made great dedications to accelerate the process of socialist modernization of China.However,they have also triggered a series of social problems,such as delay payment of peasant workers’ wages,social security,medical and education issues,among which the phenomenon that the delay payment of peasant workers’ wages is particularly acute.However,the existing research on guaranteeing payment of peasant workers’ wages in the construction industry is essentially based on theoretical and policy-oriented study of causes and countermeasures,there’s no practical cases.and the researches of countermeasures are lack of practicality and operability.So it is hard to put into implement.Based on this circumstance,this essay takes Keqiao District of Shaoxing City as an example,aiming at the obstacles of wage payment for migrant workers in building industry that Keqiao District has encountered in the process of creating a "no delay payment" area in recent years,carrying out reaserches on countermeasures to solve the wage payment obstacles of migrant workers and providing scientific reference for enriching the research direction of guaranteeing the payment of migrant workers based on reality.And the following conclusions were mainly obtained.This essay is guided by the theories of fairness and justice,government management and service-oriented government.And it’s also found that the study of domestic and foreign researches related to delay payment of peasant workers’ wages reveals that the analysis of practical cases about the guarantee of payment of wages to peasant workers in the construction industry isn’t sufficient.So this essay will use literature research,case analysis,and questionnaire survey,giving a systematic study on the current difficulties of peasant workers’ wage payment in the construction industry.Two typical cases of delay payment of peasant workers’ wages in the construction industry were chooses and analyzed to solve the four obstacles of delayed disbursement of capitals,increasingly serious vicious wage seeking,illegal practices in the industry and taxation problems in the construction industry.The deep-rooted causes of these problems include legislation,law enforcement,the current situation of this industry,the employment mode of enterprises,and peasant workers’ awareness of right and law.When managing the delay payment of peasant workers’ wages in the construction industry,It should be the top priority to protect the legal rights and interests of migrant workers,but it is also a critical point that cannot be ignored to take this chance as an opportunity to accelerate the transition and upgrading of the construction enterprises.So this essay not only enact the corresponding countermeasures from the standpoint of the conventional legislation,law enforcement and peasant workers,but also tries to break the dilemma of peasant workers’ wage payment by promoting the construction of credit mechanism and cultivating the transition of peasant workers into construction industry workers in the new generation,which provides new thoughts and perspectives to solve the problem of guaranteeing peasant workers’ wage payment in Keqiao construction industry.
