| Facing the vigorous development of technological change,engineering education certification is an international common means to guarantee and improve the quality of engineering education.The engineering education certification organization is a social organization in which institutions or individuals in the field of engineering technology combine voluntarily to guarantee and improve the quality of engineering education,and independently carry out the evaluation,recognition and improvement of relevant specialties in the field of engineering technology according to professional criteria and procedures.Improving the construction of engineering education certification organization is the key to continue to do a good job in engineering education certification.According to the time of establishment and organizational characteristics,the existing mainstream engineering education certification organizations can be divided into the early type and the late type,the market-oriented type and the government-oriented type.Based on historical institutionalism,organizational elements theory and modern governance theory,this paper constructs a three-dimensional analysis framework of "history-factor-function" for the internal mechanism of engineering education accreditation organization construction.By using the methods of literature research,case study and historical research,this paper studies the organization construction of the engineering education certification organization,including the early type,market-oriented type,represented by American ABET,and the later type and government-oriented type,represented by China CEEAA.It summarizes and forms different types of certification organization construction models,and conducts cross case analysis and discussion.It is found that there is no difference between the advantages and disadvantages of different types of certification organizations.The key lies in whether the organization can continuously strengthen its own construction and effectively play its organizational functions,which are mainly reflected in the following three aspects:(1)Organization history is the internal gene of certification organization construction.The contradiction between the scale and quality of engineering education is the basic cause of its emergence,which mainly includes two ways: induced and compulsory construction.(2)The construction of organization elements is the focus of certification organization construction.Ensuring and improving the quality of education is the basic goal of the organization,but it has two tendencies:market-oriented and national-oriented.Participating in the global governance of engineering education is its common strategy.Continuous improvement and other certification concepts are deeply integrated into the organizational culture.It is an important issue to balance the relationship between international substantial equivalence and national characteristics.Certification organization is mainly composed of management,decision-making and certification executive departments,which has the difference of centralization and decentralization.The membership of mainstream certification organizations is representative and multiple stakeholders participate.(3)The construction of organizational capacity is the key for certification organizations to cope with technological change.Certification organizations rely on bottom-up feedback correction and top-down top-level design mechanism to change certification criteria,implement output-oriented concept,and continuously respond to technological change.On this basis,it provides reference for strengthening the construction of engineering education certification organization to adapt to the technological change. |
