In recent years,our country has continuously optimized and adjusted the freight structure under the guidance of the strategy of building a strong transportation country.A series of industrial policies has greatly promoted the development of our country’s railway equipment industry and put forward higher requirements for the quality of railway transport equipment manufacturing.As the most significant resource in the process of transformation,human resources can effectively integrate and use other resources,and play a key role in the high-quality transformation.However,the efficiency of human resource management is very low in many railway equipment manufacturing enterprises,which has a great impact on the transformation and development of enterprises.This thesis chooses the railway equipment manufacturing enterprise Z as the object of study and researches the enterprise in depth from the problem in investigation.Besides,the thesis proposes many targeted solutions combined with theoretical analysis.First of all,this thesis summarizes the domestic and foreign research results on human resources allocation and personnel matching.On this basis,we can obtain the manpower resources allocation model based on the matching evaluation with the combination of competency model and talent assessment.Secondly,through questionnaires,interviews and other methods,Z Company’s human resources management survey to identify the status quo of its human resources allocation system problems.Based on the analysis of the internal and external environment of the company,the core reason is that the company lacks a scientific talent assessment system and the personnel and post matching assessment is not scientific and reasonable.Then,according to the actual work of Z company,after two rounds of selection and evaluation,the author obtains the evaluation index of each position and uses AHP method to rank each position.Taking the measurement technology engineer matching as an example,the core positions of all departments in Z company are evaluated,and the concrete evaluation results are obtained.Finally,from the quality of personnel training,post scientific management,human resources system construction,combined with the actual situation of enterprises,formulate reasonable human resources allocation strategy.This study provides a new way for Z company to allocate human resources,and has practical significance to solve the unreasonable quality structure and low efficiency of Z company.It is beneficial to reform the human resource allocation in Z company,improve the efficiency of human resource allocation and production and achieve the high-quality transformation of company.At the same time,it is expected to provide some ideas for the similar state-owned enterprises in the application of human resources allocation.
