Research On Formulation And Implementing Land Space Planning In Taicang City

In recent years,China began to implement land space planning in order to solve the inconsistency and contradiction of various plans.The goal is to integrate national economic development planning,land use planning,urban and rural planning and environmental protection planning into a unified plan.It has not been officially implemented nationwide yet,and there are many practical problems that need to be solved.This paper studies the Formulation and implementation process of Taicang City’s land space planning,analyzes the problems encountered in the process and the causes,and puts forward specific suggestions.There are many difficulties in the preparation and implementation of land space planning.Based on the current development situation of Taicang City,this paper makes a multi-angle analysis using the synergetic governance theory,the Service-oriented government theory.Based on the principle of service-oriented government theory,the questionnaire survey was carried out among the public and planning workers,and the interview survey was carried out among planning workers based on the principle of collaborative governance theory.After research and analysis,it was found that At present,in the preparation and implementation of Taicang’s territorial spatial planning,there are contradictions and conflicts among different plans,insufficient efficiency of planning approval and supervision means,insufficient buffer space and countermeasures for emergencies,and insufficient public participation.From the perspective of collaborative governance,the cause of the problem is that the formulation and implementation management of Taicang’s territorial spatial planning has defects in synergy power,synergy engine,synergy behavior and adaptability to external environment,which leads to deficiencies in such management theories and mechanisms as strategic target coordination,departmental coordination mechanism,elastic planning coordination mechanism,and government and social coordination mechanism.In view of the above problems,this paper puts forward specific suggestions from four perspectives:improving the ways and approaches of strategic target coordination,improving the departmental coordination mechanism,strengthening the elastic planning coordination mechanism of territorial space planning,and improving the government-social coordination mechanism.Specifically,it includes strengthening the enthusiasm of departments in collaborative governance,improving the planning approval and supervision system,strengthening the flexible regulation of territorial space planning on the planning adjustment process,and improving the public participation and supervision feedback mechanism,so as to improve the status of planning preparation and implementation management and promote the implementation of the "multi-planning integration" of territorial space planning.
