With the advent of digital economy,power grid digitization plays an increasingly important role in supporting power grid production,power grid operation and power grid service.Meanwhile,With the implementation of grid digitalization strategy,digitalization project investment grows rapidly.Different from traditional projects,the construction investment scale of power grid digital project is huge.Under the huge investment scale,the implementation effect of power grid digital project will directly affect the survival and development of power grid and the success or failure of the digital transformation of power grid enterprises.This paper aims to conduct a scientific,reasonable and comprehensive comprehensive evaluation of the implementation effect of grid digital projects,provide reference for the implementation of grid digital projects,and help grid enterprises digital transformation.Firstly,the research background,domestic and foreign research status and research significance of this paper are introduced.Digital power grid project and related concept is defined,based on the theory of innovation value chain and combine the characteristics of the digital power grid project structure,the innovation of the digital power grid project value chain is presented based on the structure,This paper analyzes the benefit realization path of power grid digitization project,and from the perspective of system thinking,divides the development process of power grid digitization project into three stages:technology research and development,digital technology transformation and achievement application.Secondly,in the construction of the evaluation index system,guided by the digital development goal of the power grid,literature analysis and text mining methods are used to establish the evaluation index database of the power grid digitalization project.Since the corpus of text mining is all macro project data files and related policies of power grid digitization,the indicators mined are mainly the results after the implementation of digitization projects.Therefore,based on the index database of text mining and from the perspective of input-output,this paper deeply analyzes the operation process of the three stages of power grid digitization project,identifies the index items involved in the process,enricicates and improves the index system of power grid digitization project,and finally determines the final evaluation index system through two rounds of expert consultation.Ensure the evaluation index of science,rationality and integrity.Finally,in the selection of evaluation model,the characteristics of power grid digitization project and the innovative value chain structure of power grid digitization project are fully taken into account.On the basis of referring to the research results of relevant scholars,a three-stage DEA evaluation model based on network is constructed and an example is analyzed.It calculates the comprehensive efficiency,pure technical efficiency and scale efficiency of the three stages of power grid digitalization project research and development stage,technology transformation stage and achievement application stage respectively.From the perspective of system thinking,it calculates the overall efficiency value of power grid digitalization project,the correlation degree and slack value of the efficiency at each stage and the overall efficiency.And the efficiency of digital projects in different stages of the value of power grids,overall efficiency,value and relaxation carried on the thorough analysis,find out the causes of the decision-making unit technology is invalid and influence power grid digital project overall technical efficiency of key link,and proposed the improvement direction.
