| As the energy shortage and environmental pollution problems caused by gasoline and automobile exhaust are becoming increasingly serious along with the rapid development of the automobile industry,the development of new-energy vehicles is of great significance to national energy security,environmental governance and the transformation and development of the automobile industry.Subsidy for the purchase of new-energy vehicles is an important policy to cultivate the market of new-energy vehicles.However,with the emergence of subsidy policy problems,it is necessary to accelerate the implementation of the new-energy vehicle subsidy reduction policy and accelerate the withdrawal of the subsidy policy.This study carried out the effect evaluation of the subsidy reduction policy based on the implementation of the subsidy reduction policy for new-energy vehicles in China.Upon completion of the subsidy retrogradation policy for new-energy vehicles,it summarizes and sorts out the experience and problems of the subsidy reduction,and enriches the relevant theoretical studies on the adjustment and termination of incentive policies such as subsidies.The research believes that the subsidy reduction policy refers to a policy adjustment to reduce financial subsidies.Based on the review of the reduction policy provisions of China’s new-energy vehicle subsidy,the reduction policy of China’s new-energy vehicle subsidy is divided into three stages:slow reduction,accelerated reduction and gentle reduction according to the changes of subsidy reduction range.It is found that the reduction policy of new-energy vehicle subsidy always coexists with the subsidy policy.We have repeatedly adjusted policies and schemes to reduce subsidies,and local subsidies have been withdrawn earlier than the central government.Under the guidance of the standard theory of public policy evaluation from the value dimension and the fact dimension,this paper determines that adaptability,fairness,responsiveness,input workload,benefit and efficiency are the effect evaluation standard of Chinese new-energy vehicle subsidy reduction policy.By using the method of before and after comparison and cost-benefit analysis,it finds that the policy objectives of Chinese new-energy vehicle subsidy reduction policy can effectively guide the implementation of subsidy reduction policy and enable new-energy vehicle enterprises to participate in the market competition fairly.It has responded to the longterm development needs of the new-energy automobile industry,alleviated the monetary expenditure pressure of the government finance,and achieved the policy objectives well.However,there are also some problems such as large amount of input in policy formulation,small range of influence on the behavior of target groups,and impact on the stability of the market environment of new-energy vehicles.The reasons are that the policy information feedback mechanism of the subsidy regression policy is not perfect,the alternative policy has not been completed,and the dynamic adjustment of policy lags behind market changes.According to the whole process of practice of the reduction policy of new-energy vehicle subsidies in our country,the study concludes that it is necessary to implement the subsidy reduction policy for newenergy vehicles under the guidance of appropriate policy objectives,consider the fairness of policy benefit distribution and marker competition,give consideration to the response to the development needs of different groups,improve the policy information feedback mechanism to reduce input workload,promote alternative policies as soon as possible to expand the scope of target objects,and improve the dynamic adjustment mechanism of subsidy regression policy to improve the stability of policy environment qualitative equal path to improve the effect of subsidy reduction policy. |
