| With the continuous development of Chinese water conservancy and hydropower projects,the number of reservoir migrants is increasing,and the difficulty of resettlement is also increasing.The proportion of reservoir migrant investment in the total investment of project construction is rising,and resettlement has become the key to the success or failure of water conservancy and hydropower projects.The key to the resettlement work is to control and manage the financing and investment of the reservoir resettlement.Based on this situation,how to ensure the smooth development of project construction under the market economy condition,do a good job of migrant relocation and settlement work and achieve the investment control target,and improve the effective and in line with modern project management of immigration investment control mechanism,has become an important research topic.First of all,on the basis of the theoretical achievements of domestic and foreign investment control,this paper expounds the concept,characteristics and main methods of Chinese reservoir immigration investment control.Secondly,according to the literature survey and Delphi method,the internal and external influencing factors of reservoir immigration investment control are systematically analyzed,and DEMATEL-ISM method is used to further quantify the importance and hierarchical relationship of each factor,as well as the effect of each layer of factors on reservoir immigration investment control.Thirdly,by combining the process of investment control with the result of investment control,the evaluation index system of the effect of reservoir immigration investment control is constructed,which takes the fund supervision,fund management,fund use and the satisfaction of immigrants as the core,and uses AHP-GEM-GH and fuzzy comprehensive evaluation to comprehensively evaluate the effect of reservoir immigration investment control.Taking the land expropriation and migration project of QP reservoir in HN Province as an example,the result shows that the immigration investment of QP reservoir in HN Province is well controlled.The result is basically consistent with the actual situation,which confirms the reliability of the model.Finally,based on the analysis of influencing factors and effect evaluation results of reservoir immigration investment control,combined with the practical experience of resettlement,this paper analyzes the existing problems of reservoir immigration investment control from three aspects:policy,organizational management and immigration,and puts forward corresponding countermeasures from three aspects:improving the immigration fund management system,strengthening the project construction management,improving the awareness and participation ability of immigrants.It can provide reference for the follow-up work of reservoir migration investment control. |
