Research On Public Service Supply Of Electric Power Construction In Yunnan Province

As an important secondary energy,electric power is the basis of national economic and social development,in which the process of its generation,concentration,transmission and decomposition corresponds to each link of the public service supply of electric power.As for the public service supply of electric power construction,it is the bond of other links in the public service supply chain of electric power,which undertakes the management functions of social public utilities,such as electric power infrastructure construction,electric power grid facilities construction and electric power emergency rescue.As a result,it plays an important role in the process of national economic and social development in the new era.The government mainly makes the judgement in line with the financial capacity,the public demand of society and the affordability of the implementation of the public service supply of electric power construction in the process of planning and investing in the public services supply for electric power construction.However,the development of the public service supply of electric power construction will also directly or indirectly affect the operation of local economic and social development.The public service supply of electric power construction in Yunnan Province has been directly invested in policy planning by the local government for a long time,which thus is less influenced by the open market.Meanwhile,its implementation bearers are in a certain degree of internal protection within the industry since they are the internal units of the power grid.As a result,it leads to the degree of marketization of the public service supply of electric power construction in Yunnan Province being not high,and the training of competitiveness being insufficient.Although the public service supply of power construction has been partially improved under the pressure with the gradual formation of the new public service supply model in various industries,it has lagged behind as a whole.On the other hand,the function of public service is gradually beginning to be merged by other types of supply and service,in which the attribute of public service is constantly weakening.The Central Committee of the Communist Party of China and the State Council issued Some Opinions on Further Deepening the Reform of the Electric Power System(Released by the Central Committee of the Communist Party of China [2015] No.9)on March 15,2015.As a result,the latest round of electric power system reform has officially begun under its promotion.In such context,the public service supply of electric power construction in Yunnan Province has ushered in a more open reform of "electricity marketization" after experiencing the last round of "main and auxiliary separation".What should be pointed out is that it will be tested by some key factors in the process of adaptation and development,such as the adjustment of public service functions,the expansion of supply and service capacity,and the change of traditional values.In this study,it firstly combines with the general situation and social environment analysis to clarify the requirements of government departments and the public of society for the public services supply of electric power construction in Yunnan Province,which also affirms that the purpose of the development of the public service supply of electric power construction in Yunnan Province is to serve the local economy,society and the public.At the same time,it analyzes the development demands of public service supply of electric power construction itself under the background.Secondly,it summarizes the problems encountered in the development of traditional public service supply of electric power construction in Yunnan Province.Through the combination of the influence of the reform of electric power system on the public service of Yunnan electric power construction,it sums up the general present situation,essence and characteristics of the public service supply of electric power construction in Yunnan province at present.Thirdly,it makes deep analysis on the problems existing in the public service supply of electric power construction in Yunnan Province,which also makes a brief analysis of the solutions.Then,it sums up the previous experience of the transformation and upgrading of the public service supply of electric power construction in other provinces of China and the development achievement of the public service supply of electric power construction in the process of power reform in the western developed capitalist countries,so as to sum up the successful experience for reference.Finally,it combines the successful experience refined with the regional and location characteristics of Yunnan Province,supplemented by the interpretation of local policies and regulations in Yunnan Province,to put forward some feasible suggestions for the development of public service supply of electric power construction in Yunnan Province.As a result,the public service supply of electric power construction in Yunnan Province can help the national and local economy as well as society to move forward at a high speed through the high quality development in the context of a new round of power system reform,so as to make the public of society be able to enjoy the higher quality of the service.
