Research On The Performance Evaluation Of The Old Hospital Renovation And Expansion Project

In recent years,China’s attention to the national health situation has gradually increased,and has gradually put health care in a strategic position for development,and the introduction of the Health China strategy has promoted its rapid development.However,the existing medical conditions can hardly meet people’s higher demand for medical environment and services.Therefore,in order to improve patient satisfaction,enhance the hospital’s professional treatment capacity and improve the medical environment,the old hospital renovation and expansion project is very urgent to meet the needs of today’s social development.However,due to the special nature and complexity of medical building construction and expansion,there are many problems and difficulties in old hospital renovation and expansion projects.At present,most of the major tertiary hospitals in our province need to carry out old building renovation and expansion projects,but the lack of a systematic performance evaluation system for old hospital renovation and expansion projects has led to many problems in the implementation of renovation and expansion projects such as management confusion and difficulty in achieving the expected economic and social benefits.Therefore,in order to provide a theoretical basis for subsequent old hospital renovation and expansion projects,this paper selects the performance evaluation of old hospital renovation and expansion projects as a thesis topic for research.This paper takes the performance evaluation of the old hospital renovation and expansion project as the core,through the collation and summary of relevant literature and combined with the practical experience,it is clear that the old hospital renovation and expansion project is evaluated from three guideline levels: completion performance,benefit performance and flexible performance;then specific performance evaluation indexes are further determined according to the characteristics of the old hospital renovation and expansion project and the characteristics of the old building renovation,etc.;after that,the hierarchical After that,the weights of indicators at all levels of the old hospital renovation and expansion project were analyzed by using the hierarchical analysis method,and then the performance evaluation model of the old hospital renovation and expansion project was determined by combining the fuzzy comprehensive evaluation method;finally,a case study was conducted in an old hospital in Shanxi Province,and corresponding project management improvement measures were proposed according to the scoring of experts and the importance of the weights of indicators in the evaluation system model.The results of the study show that the renovation and expansion project of the old hospital is influenced by a variety of factors,the focus of which are: the impact of the perfect implementation of the management system and the quality of management personnel on the completion performance;the impact of the strictness of the input capital cost control,the satisfaction and convenience of medical staff and patients’ access to medical care on the effectiveness performance;and the impact of the subsequent renovation space on the flexibility performance.
