Research On The Problems And Countermeasures Of Violating The Limit And Overloading Of Trucks In Chengdu

Since the reform and opening up,especially since the beginning of the new century,the transport industry has developed vigorously,the highway transport infrastructure has been continuously improved,and the transport service function has been continuously enhanced.While the transport market is relatively active,the road transport field represented by illegal over-limit and overload transport presents an endless stream of problems and problems,which also tests the ability and level of government governance.Although the state has carried out the control work of over limit overload for many years and achieved some results,the phenomenon of large-scale and long-distance over limit overload transport has been effectively suppressed,but according to the results of daily work and investigation,some important areas,especially at night,over limit overload is still very common,the control of freight vehicles over limit overload problem,It is still a major problem that has troubled our government’s public management work for a long time.Therefore,how to further optimize the behavior of government departments in the over-limit and overload control work,not only to ensure the safety of people’s lives and property,but also to safeguard the sustainable development of local economy and industry,is a problem worthy of further study.In this paper,Chengdu City is selected as the research object,based on the research idea of "theoretical research-governance status quo-problem sorting-cause analysis-experience reference-countermeasures and suggestions",and with the help of the theoretical knowledge of administration by law,market failure theory,collaborative governance theory and so on,the control work of overloaded trucks in Chengdu is analyzed and demonstrated.First of all,the background,historical policies and current management methods of truck overload control in Chengdu are sorted out.Through indepth investigation of relevant departments,enterprises and employees,it is found that there are some problems in the control of truck overloading in Chengdu,which are specifically manifested as the lack of legal and regulatory basis,market disorder,inadequate source control,backward management means,limited joint law enforcement,and low social participation.After in-depth analysis of the problem,it is found that the main reasons for the unsatisfactory governance effect are the lag in the construction of laws and regulations,the disordered market competition caused by interest drive,the loss of government supervision,the low efficiency of law enforcement,the lack of publicity and mobilization,and the lack of attention to social organizations such as associations.Based on the above analysis,the author summarizes and analyzes the experience and practices of the regions with better control over limit and overload in China,and combines with the actual situation of Chengdu to put forward several countermeasures and suggestions: first,improve laws,regulations and policy provisions,and solve the problems of low illegal cost,weak government management means,unclear division of responsibilities of government departments from the top design;Second,standardize the order of the transport market,promote the return of the market to rationality,promote the optimization and upgrading of the industry structure,and prevent the occurrence of illegal over-limit and overloaded transport behavior from the root of economic benefits;Third,strengthen the source of control,adhere to the supervision of customs forward,prevent illegal transport vehicles on the road,prevent illegal behavior in the bud;Fourth,strengthen law enforcement improvement,law enforcement efficiency from science and technology,strengthen joint law enforcement work,improve law enforcement efficiency;Fifth,mobilize the participation of social forces,win the support and understanding of the broad public and industrial forces,and form an atmosphere of social participation and collaborative governance.In this paper,the existing problems and countermeasures of overloading and overloading treatment of freight cars in Chengdu are preliminarily studied.It is hoped that this research could provide some reference for Chengdu and other cities and regions of our country.
