| With the development and progress of society,people’s demand for electricity grows and the scale of power grid construction expands year by year.In order to ensure the safe and stable operation of the power grid,HY Corporation has been increasing its efforts to upgrade and renovate power facilities year by year to provide safer and better quality power supply services to the society.However,according to the project audit reports in the past three years,there are still many management problems in the technical improvement projects of HY Corporation.Although HY Corporation has established a set of post-project evaluation system for technical reform projects,it still fails to effectively analyze and summarize the process management of technical reform projects,which leads to the frequent occurrence of technical reform project problems.Thus,the current post-evaluation index system of technical reform projects does not accurately indicate the main management problems of technical reform projects and needs to be optimized.Based on the current status of the implementation of the post-evaluation index system of technical reform in HY Corporation and the results of expert interviews,this paper summarizes that the main problems of the current post-evaluation index system of technical reform projects are that the indicators of the post-evaluation index system are not comprehensive,the post-evaluation scoring guidelines are not objective and the weights of post-evaluation indexes are not reasonable.In view of the above problems,this paper optimizes the post-project evaluation index system of HY Corporation based on the theories related to project management and post-project evaluation.Firstly,using "post-project evaluation index system" as the keyword,we analyze the frequency of relevant literature and improve the structure of post-project evaluation index system of technical reform projects in the light of the actual situation of HY Corporation;secondly,through thorough discussions with experts,we improve the scoring criteria of post-project evaluation indexes of technical reform projects;finally,we use hierarchical analysis to scientifically formulate the weights of post-project evaluation indexes of technical reform projects.Finally,the weights of post-project evaluation indexes were scientifically formulated using hierarchical analysis.In order to verify the effectiveness of the optimized post-evaluation index system of the technical reform project of HY Corporation,this paper takes the infrastructure renovation project of the dispatching center as an example and conducts post-evaluation of the technical reform project and tracks the post-evaluation effect,and the results show that the optimized post-evaluation index system is effective and feasible.HY Corporation has the social attribute of guaranteeing the safety of electricity supply in Guangzhou.Therefore,it is expected that the research results of this paper will not only improve the applicability of the post-evaluation index system of technical improvement projects,effectively analyze the shortcomings of technical improvement project management,ensure the safe and stable operation of the power grid in Guangzhou,and improve the reliability of power supply,but also provide positive practical experience for other power supply enterprises of the same type in improving the technical improvement project management. |
